Planning Board Minutes 09/15/15
Minutes of Meeting – September 15, 2015

The Hudson Planning Board met at the Town Hall, 78 Main Street, Hudson, Massachusetts.  
At 7:00 PM, Rodney Frias called the meeting to order.

Present: Rodney Frias, Dirk Underwood, Tom Collins, David Daigneault, Jack Hunter, Dir. Planning & Comm. Dev. and Teresa Vickery, Clerk.  

Tree Removal Hearing
Present was: James Vereault

Mr. Frias convened the Public Hearing.

The Board is in receipt of a request to remove two at 73 Parmenter Road.  The trees are both red oaks and are 22” and 24” in diameter.  They are located within the right-of-way.  In a letter to the Planning Board Mr. Marques noted that the trees are presently healthy, however there are sections of each which exhibit loss of foliage and dead branches overhanging utility wires.  Mr. Vereault added that both trees were damaged during the recent water main installation.  

The DPW does not object to the proposed removal of the trees to be undertaken at Mr. Vereault’s expense.  

Rodney Frias, seconded by David Daigneault, made a motion to close the public hearing.

Vote: 4-0-0, Unanimous  

Rodney Frias, seconded by David Daigneault, made a motion to approval the removal of the following trees at the owner’s expense:
          
                   73 Parmenter Road – 22” Red Oak
                  73 Parmenter Road – 24” Red Oak

Vote: 4-0-0, Unanimous

7 South Street, Site Plan Review, Cont.

The Board is in receipt of an email from Tom DiPersio dated September 14, 2015 requesting the public hearing for 7 South Street be continued to the Board’s next meeting on October 6, 2015.

Rodney Frias, seconded by Dirk Underwood, made a motion to continue the public hearing for 7 South Street to October 6, 2015 at 7:00 PM.

Vote: 4-0-0, Unanimous

Hudson Housing Production Plan

Mr. Hunter explained that as part of the recently adopted Master Plan the Town has received its first Housing Production Plan.  This is a planning document which contains proactive strategies to help the Town meet its affordable housing needs.  He went on to say that it is well written and he encouraged the Board to adopt the plan.  

Dirk Underwood, seconded by Tom Collins, made a motion to adopt the Hudson Housing Production Plan.

Vote: 4-0-0, Unanimous

Minutes

Tom Collins, seconded by Dirk Underwood, made a motion to accept the minutes of August 18, 2015, as written.

Vote: 3-0-0, Rodney Frias not voting.

Adjournment

Dirk Underwood, seconded by David Daigneault, moved to adjourn at 7:45 PM.

Vote: 3-0-0, Unanimous
