Minutes of Meeting – April 7, 2015


The Hudson Planning Board met at the Town Hall, 78 Main Street, Hudson, Massachusetts.  
At 7:00 PM, Bob D’Amelio called the meeting to order.

Present: Bob D’Amelio, Rodney Frias, Dirk Underwood, Tom Collins, David Daigneault and Jennifer Burke, Planning Director

Leadership Workshop Invitation
Present was:    Arthur Bergeron, Atty. at Law

Atty. Bergeron was present to invite the Board to a Leadership Workshop.  He informed them that Mirick O’Connell will be hosting a series of leadership workshops for Selectmen, ZBA and Planning Board members from the surrounding communities.  The first will focus on the challenges and benefits of downtown development and will be held on May 7th from 6 – 8:30 PM in their Westborough offices.  He encouraged them all to attend.  

Warrant Article #19: Accept a portion of Washington Street as a Town Way

Ms. Burke explained that purpose of Article #19 is to accept a portion of Washington Street as a Town Way.  Under Mass General Law the Planning Board must present a report at Town Meeting on this item.  

The handing over of a portion of the road is one of the last phases of the Washington Street reconstruction project.  The section of the road that was originally being proposed is from Brigham Street up to Wal Mart.  However, Ms. Shea noted that MassDot recently decided that it wants to keep possession of the intersection at Technology Drive.  Therefore it would only be up to where one would turn on to the 290 Connector.  

Once the Town owns this portion of the road all maintenance and plowing will be the Town’s responsibility.  

Mr. Daigneault does not think this is a good idea and he does not approve of this.  The majority of the Board ultimately had no opinion on this article.  

Rodney Frias, seconded by Dirk Underwood, made a motion to report to Town Meeting that there was no opinion on the matter.

Vote: 5-0-0, Unanimous

66 Laurel Drive: Request to release covenant

Ms. Burke explained to the Board that when the Danforth Woods subdivision was being built there were covenants attached to the lots and many were never released.  The house has been sold and Ms. Burke has received a request from the buyers Attorney to have the covenant released.  

Rodney Frias, seconded by David Daigneault, made a motion to release the covenant for lot #38 Danforth Woods Subdivision Section II, 66 Laurel Drive.

Vote: 4-0-0, Unanimous.

Bob D’Amelio, seconded by Rodney Frias, made a motion to accept the minutes of February 3, 2015, as written.

Vote: 5-0-0, Unanimous

Rodney Frias, seconded by Tom Collins, made a motion to accept the minutes of March 17, 2015, as written.

Vote: 5-0-0, Unanimous

Adjournment

Dirk Underwood, seconded by Rodney Frias, moved to adjourn at 7:30 PM.

Vote: 5-0-0, Unanimous
