Minutes of Meeting – June 17, 2014


The Hudson Planning Board met at the Town Hall, 78 Main Street, Hudson, Massachusetts.  
At 7:00 p.m., Bob D’Amelio called the meeting to order.

Present: Bob D’Amelio, Dirk Underwood, Rodney Frias, Tom Collins, David Daigneault, Jennifer Burke, Planning Director and Teresa Vickery, Clerk.

Request for Waiver of Site Plan Review – 36 Parmenter Road
Present were:   Michael Norris, Atty. at Law
                Frank Vernoy, Applicant
                Dan Bremser, Hancock Associates

Mr. D’Amelio convened the public hearing.

The applicant is before the Board to request a waiver of site plan review.  They are seeking to construct a small addition to the existing structure.  The size of the addition is equal to 15% of the building and any structure above 10% requires site plan review.  However Atty. Norris noted that Town by-laws allow for the waiver of site plan review for this amount.  

Mr. Vernoy explained that in order to obtain certain certifications the assembly area must be clean and separated from the area in which welding and machining take place.  The new area is a pre-fabricated steel structure which will be placed at the back of the building with its own entrance.  This would allow that property owner to seek the appropriate certifications.  

There is approximately double the amount of required parking spaces.  The requirement is for 26 spaces and there are 59 available parking spaces on the property.  

Mr. Bremser noted that the addition will be within the 100 foot buffer zone.   The wetlands have been flagged.  

Mr. D’Amelio noted that the existing conditions plan shows a head wall in the expansion area but the proposed site plan does not show that.  Mr. Bremser agreed and noted that he will submit a set of corrected plans which reflect the location of the head wall.  Mr. D’Amelio also noted that he did not see any erosion control measures on the plans.  Mr. Bremer stated that as the site is so flat and there is over 100 feet of existing and natural buffers he felt that hay bales were not warranted.  Mr. D’Amelio explained that something will need to be placed there for erosion control.  Ms. Burke said that the Conservation Commission prefers the use of straw bales.  Mr. D’Amelio conditioned that Ms. Burke inspect the erosion control before the issuance of any building permits.  

Mr. D’Amelio requires that the applicant submit corrected plans for signature.  
Rodney Frias, seconded by Dirk Underwood, made a motion to close the public hearing for 36 Parmenter Road.

Vote: 5-0-0, Unanimous.

Tom Collins, seconded by Rodney Frias, made a motion to grant the waiver for site plan review and accept the plan entitled “36 Parmenter Road” as drawn by Hancock Associates of Marlboro, MA dated May 5, 2014, based on the following findings:
  • The Project does not generate any additional parking.
  • The Project does not have a significant impact on the property upon which the proposed project is located.
  • The Project has no adverse impact to abutters.
And conditions:
  • Prior to the issuance of a building permit, the Planning Director will review and approve erosion control measures.  
And Authorize the Agent to sign.

Vote: 5-0-0, Unanimous.

Present were:   Paula Thompson, Civil Engineer
                Ron Müller, Traffic Engineer

The Board met with Ms. Thompson and Mr. Müller, the new peer review consultants, to discuss process and expectations.

Rodney Frias, seconded by Bob D’Amelio, made a motion to accept the minutes of May 6, 2014, as corrected.
