Minutes of Meeting – July 19, 2011


The Hudson Planning Board met at the Town Hall, 78 Main Street, Hudson, Massachusetts.  
At 7:00 p.m., Bob D’Amelio called the meeting to order.
Present:        Bob D’Amelio, Tom Collins, Dirk Underwood, David Daigneault, Jennifer Burke, Planning Director and Teresa Vickery, Clerk.

Draft Zoning Amendment Discussion

Mr. DiPersio, Sr. presented the Board with a draft proposal for the re-zoning of a portion of Washington Street and is looking for comments from them.  He explained that the property owned by the Rio family as well as the 99 Restaurant are zoned commercial and he would like the commercial district to continue to the two parcels to the south.  The parcels are owned by the DiPersio’s and Dr. Michael Girard.  The two parcels be proposed for re-zoning are in the SA-8 District.  

The reconfigured commercial district will shorten the SA-8 district and there will be a minor modification to the adjacent SA-7 district.  Mr. DiPersio has submitted legal descriptions for the modifications of the two districts to the Town Clerk.  

Mr. DiPersio cited the growing development in the area as a reason that their property, as residential, continues to decrease in value.  Cars are continuously using his property as a turn around to get into the Walgreen’s parking lot.  He also informed the Board that within the next two to three years they would like to add an addition to the building in order to add two or three more professional suites.  This is currently not allowed as the business is operating under a special permit which states that the building must be owner occupied.  

Mr. DiPersio asked if the Board would consider supporting this petition as their goal is to bring this to Town Meeting.  

Ms. Burke informed Mr. DiPersio that the Town recently appropriated money for a master plan.  This process will hopefully begin it in the fall and it will look at all the zoning in the Town.  Ms. Burke asked if Mr. DiPersio was willing to wait and make this change part of the master plan effort.  Mr. DiPersio is hoping to get this article on the warrant for the Fall Town Meeting and was not in favor of waiting.

Mr. DiPersio feels that this would benefit the community by introducing a new commercial tax base to this area.  
Mr. Daigneault stated that he is opposed to this zoning change.  He noted that the property was zoned as residential when the DiPersio’s purchased it as well as the properties that surround it and they were aware of this.  

Mr. Collins said that he did not have any issues with the proposal.

Mr. D’Amelio agrees with Mr. Daigneault and said he looks forward to hearing the public’s input.   
  
The Board took no action.

Tom Collins, seconded by Dirk Underwood, made a motion to approve the minutes of June 21, 2011 as written.

Vote: 4-0-0, Unanimous

Bob D’Amelio, seconded by Tom Collins, moved to adjourn at 7:30 PM.
