Minutes of Meeting – April 19, 2011


The Hudson Planning Board met at the Town Hall, 78 Main Street, Hudson, Massachusetts.  
At 7:00 p.m., Bob D’Amelio called the meeting to order.

Site Plan Review - JFK Early Site Phase

Mr. Harris presented the plan to the Board.  This is the first phase in preparation for construction.  The goal is to provide a safe zone during construction.  They will be reconfiguring parking and access and replacing the existing oil tank with a temporary tank.

The site prep consists of earthwork and blasting to remove the ledge in the proposed school location.  They are closing off the Stratton Drive entrance to public use, but will maintain it for Town use.  The Manning Street entrance will be the only entrance during the construction.  They will be paving a portion of the existing grass for parking.  There are 111 spaces existing and they will be providing 92 which will satisfy the needs of the school.  Mr. Harris reviewed the circulation of cars and buses.  

They are designating a dedicated construction entrance through and existing easement off Manning Street.  They will be staying out of the 100 foot wetland buffer zone.  They will be providing areas for stockpiling.  They will have erosion control.  They have copied the Conservation Commission on this plan.

There will be a construction fence around the entire area.  A pre-blast survey will be conducted.  

Mary Hellen, 182 Manning Street, asked if there had been any discussion regarding the Town buying 191 Manning Street.  It has been vacant for a while.  This would give the school a much larger piece of land.  Mr. Harris said that he would look into it.  Ms. Hellen asked how much blasting and would it be noisy.  She was told that it should not be noisy and no damage.  This is the reason for the survey.  She also noted that the condition of Manning Street is not really conducive to truck traffic.

Daniel Moreira, 181 Manning Street, asked if the construction access will be gated.  He was told yes.  He also asked if vehicles will be parked on the easement.  He was told no.  He asked what type of fencing will be around the area.  It will be chain link construction fencing.  The contractor will look to protect Mr. Moreira’s wooden fence.

Mr. Underwood asked if the construction easement will be crushed stone.  He was told yes and it will be replaced as needed per the SWMPP.

Millie Linehan, 16 Kent Drive, expressed concern for the children walking to the school from the Stratton Hill area.  Mr. Harris indicated that they are looking to the school for information regarding sage access.  Alan Linehan, 16 Kent Drive, stated that it might be time for the Town to construct sidewalks.  

Mr. D’Amelio asked when the construction access will be put back.  He was told approximately the Fall of 2013.

Mr. Underwood stated that construction traffic should be restricted during peak school drop off and pick up hours.

Ms. Hellen noted that a police presence during drop off and pick up should be considered.

Mr. Collins asked if the blasting will be done over the summer when school is out.  He was told yes.

Dirk Underwood, seconded by Tom Collins made a motion to approve the site plan entitled “J.F.Kennedy Middle School Early Site Phase” as drawn by OMR Architects, Inc. of Acton, MA dated March 22, 2011 and Authorize the Agent to sign with the following conditions:
A list of 24-hour emergency contact information must be provided to the Planning Director and the DPW prior to any work being done on site.

Hours of construction will be Monday through Saturday 7:00 a.m. to 5:00 p.m.  No work or operation of machinery may happen before 7:00 a.m., in accordance with the town’s noise by-law or after 5:00 p.m.  Per the Massachusetts General Laws, work on Sundays and holidays need to be permitted on a case by case basis by the Chief of Police.

Prior to the commencement of authorized site activity, the Planning Board Office shall be given 48 hours written notice.  If the activity at the Project Site ceases for longer than 30 days, 48 hour written notice shall be given to the Planning Board Office prior to restarting work.

A copy of the conditions and all final approved Plans shall be kept at the Project Site.

Members or agents of the Planning Board shall have the right to enter the Project Site and to gather all information, measurements, photographs or other materials needed to ensure compliance with this approval.  Members or agents of the Planning Board entering onto the Project Site for these purposes shall comply with all safety rules, Regulations and directives of the Applicant and the Applicant’s contractors.

The Planning Board’s erosion control plan as attached shall be adhered to and govern.  All erosion control shall be in place and approved by the Planning Director before construction begins.  Weekly erosion control reports shall be submitted to the DPW and the Planning Department no later than noontime on Fridays.

A pre-construction conference will be held between the contractor, the Planning Director, the DPW, the Conservation Commission, Police Chief and the Fire Chief and other interested parties.  If construction begins without this conference construction will cease immediately until the conference is held and the appropriate people are in attendance.

If, during construction, a discrepancy is found between the approved plans and the existing regulations, the DPW and the Planning Director will be notified immediately.  The DPW will make the final decision on how to proceed or if they are unable to make any decision, the matter will be referred back to the Planning Board for review.

Pedestrian access from Stratton Road shall be maintained throughout the construction or an equivalent provided to allow safe access for students walking/biking to school.
