Minutes of Meeting – February 8, 2011


The Hudson Planning Board met at the Town Hall, 78 Main Street, Hudson, Massachusetts.  
At 7:00 p.m., Bob D’Amelio called the meeting to order.
Present:        Bob D’Amelio, Rodney Frias, Dirk Underwood, Tom Collins, David Daigneault, Jennifer Burke, Planning Director and Teresa Vickery, Clerk.

        
7:00 Planner’s Report

Highland Commons – Issues

Ms. Burke informed the Board that Mr. DePriest could not attend this meeting and had requested that the discussion be postponed until March 22, 2011 so he could be present as well as consultants from SEA.  As this is not a regularly scheduled meeting date Ms. Burke asked the Board if this would be an acceptable date.  The Board agreed and will meet with Mr. DePriest and SEA on Tuesday, March 22 at 7PM.

Bush Road Extension – Preliminary Discussion
Present was:    Tom DiPersio, Jr., Thomas Land Surveyors

Mr. DiPersio explained that currently the right of way on the Bush Road cul-de-sac goes to the northerly part of the property.  A 2.25 acre parcel abuts the original accepted right of way.  This acreage can accommodate two new lots.  The proposal would be to extend the right of way to grain frontage but only construct 18 feet with a turn around sufficient to accommodate the emergency vehicles without adding a traditional cul-de-sac.  

Mr. DiPersio stated that there will be no impact to the wetland resources which are to the left.  Run off would be mitigated off site by an infiltration system or some other accommodation.

The applicant would be asking for construction requirement waivers in order to not fully construct the cul-de-sac.  Mr. DiPersio feels that adding 18 feet of pavement instead of 28 feet would make more sense as to lessen the impact on the site.  

Mr. Underwood asked what the Fire Chief had to say regarding the plan.  Ms. Burke noted that this is simply a preliminary discussion and had not been presented to any other Boards or Departments.

Mr. DiPersio asked the Board their thoughts regarding the waivers.  Mr. D’Amelio stated that he would not be in favor of going forth in this way.  Mr. Frias said that he would prefer to wait and see what the Fire and Police Chiefs have to say about the plan.  Mr. Collins, however, feels this is a cost effective way to go and is in favor of the idea.  

Mr. D’Amelio instructed the applicant to go before DPW, Fire and Police and get their feedback and the Board will proceed from there.


Norman’s Way – Preliminary Discussion
Present was:    Peter Bemis, Engineering Design Consultants, Inc.

Dirk Underwood recused himself and left the meeting.

Darryl Filippi, 300 Chestnut Street, asked that this discussion be postponed to the March 1, 2011 advertised hearing.   He feels that the abutters should be here for all discussion and they were not notified of this meeting.  Mr. D’Amelio explained that this is a preliminary discussion and that no formal notifications are required to be sent to the abutters.  He explained the difference between an open meeting and public hearing.  He noted that the preliminary plan had already been filed and the Board will likely not have any comment at this time.

Mr. Bemis stated that he only had concern with two items and was hoping for some feedback from the Board.  He explained that he was unsure of the location of the right of way and the northerly elevations.  He had hoped to get feedback prior to the Planning Board submittal.  

The Board did not give much input as a full presentation will be made on March 1, 2011.  The Board felt that because the plans were already in existence it would not be appropriate to comment on them at this time.

ANR – Forbes Road
Present was:    Tom DiPersio, Jr., Thomas Land Surveyors

Mr. DiPersio presented the ANR for Forbes Road to the Board.  He explained that there is a minor change to the first six lots on the road.  The property line has been moved further away from the Hudson Light and Power easement in order to accommodate the driveway.  This was done per the request of Light and Power as they did not want the driveways crossing the easements to gain access.  

Mr. D’Amelio asked if the lots would still have the required frontage.  Mr. DiPersio said yes.  

Dirk Underwood, seconded by Tom Collins, moved to accept the plan entitled “Plan of Land in Hudson, Massachusetts” as drawn by Thomas Land Surveyors & Engineering Consultants, Inc. of Hudson, MA and dated December 8, 2010, and Authorize the Agent to sign.

Vote: 5-0-0, Unanimous

Minutes

Dirk Underwood, seconded by David Daigneault, made a motion to accept the minutes of November 16, 2010 as written.

Vote: 4-0-1, Rodney Frias not voting.

Rodney Frias, seconded by Dirk Underwood, made a motion to accept the minutes of January 4, 2011 as written.

Vote: 3-0-2, Bob D’Amelio and Tom Collins voting.

Adjournment

David Daigneault, seconded by Dirk Underwood, moved to adjourn at 7:45 PM.

Vote: 5-0-0, Unanimous
