Planning Board Minutes 11/16/10
Minutes of Meeting – November 16, 2010


The Hudson Planning Board met at the Town Hall, 78 Main Street, Hudson, Massachusetts.  
At 7:00 p.m., Bob D’Amelio called the meeting to order.
Present:        Bob D’Amelio, Tom Collins, Dirk Underwood, David Daigneault, Jennifer Burke, Planning Director and Teresa Vickery, Clerk.

        
7:00 Planner’s Report

Bond Release – Elaine Circle

Ms. Burke explained to the Board that Elaine Circle had been accepted at Town Meeting last November.  Since a year has past the developer is requesting the remainder of the bond be released.  He is aware that $10,000 will be held for the remaining two lots.  DPW has gone out to the site and has no issues.  

Dirk Underwood, seconded by David Daigneault, made a motion to release all but $10,000 of the bond for Elaine Circle.  

Vote: 4-0-0, Unanimous

Indian Farm Estates

The Board is in receipt of an email from Ms. Thompson stating that she does not have a solid construction plan in place to present to the Board this evening.  She went on to explain that due to the approaching winter, they will utilize these months for planning.  Ms. Thompson noted that she hopes to have all plans ready by the spring.  The Board took no action.

Extension Request – Brigham Hill III
Present was:    Niel Fossile

The Board is in receipt of a fax dated November 9, 2010 from Linda Fossile requesting a one year extension to complete the Brigham Hill III subdivision.  Ms. Fossile also included a progress report and construction schedule for the Board’s review.  

Mr. Fossile explained to the Board that he has had some difficulty in working with the Light and Power Department as work has been held up while waiting for electric work to be done.  He noted his frustrations and stated that once the electrical is complete he will finish paving up to the water tank in order to give the DPW access to the tank.

He has a paving schedule and will do this in three phases.  The first would be to pave from Forbes to the intersection, then Exeter down to the end and finishing with the cul-de-sac.  Mr. Fossile will be requesting lot releases for all the lots at the same time.  

The Board noted that Mr. Fossile has been working all along and making a good faith effort to complete the subdivision.  For these reasons the Board agreed to grant an extension until November 30, 2011.

Tom Collins, seconded by Dirk Underwood, made a motion to grant an extension to complete the Brigham Hill III subdivision until November 30, 2011.

Vote:  4-0-0, Unanimous

ANR- 173 Lincoln Street
Present was:    Stephen Follansbee, Atty. at Law

Atty. Follansbee explained that currently two families own the lots and they are seeking to split them up.  This would result in four separate lots; however the two rear lots are not buildable lots.  The Board had no issues.

Dirk Underwood, seconded by Tom Collins, moved to accept the plan entitled “Plan of Land in Hudson, Massachusetts” as drawn by Schofield Brothers of New England, Inc. of Framingham, MA and dated October 26, 2010, and Authorize the Agent to sign.

Vote: 4-0-0, Unanimous

Minutes

Bob D’Amelio, seconded by Tom Collins, made a motion to accept the minutes of October 19, 2010 as written.

Vote: 3-0-1, David Daigneault not voting.

Vote: 3-0-1, David Daigneault not voting.

Tom Collins, seconded by Dirk Underwood, moved to adjourn at 7:30PM.
