Planning Board Minutes 06/06/06
Minutes of Meeting— June 6, 2006

The Hudson Planning Board met at the Town Hall, 78 Main Street, Hudson, Massachusetts.  
At 7:30 p.m., Chairman Robert D’Amelio called the meeting to order.
Present:        Robert D’Amelio, Dirk Underwood, Rodney Frias, Sante Parente and Town Planner, Jennifer Burke

ANR

Oak Ridge Estates
Present was:    Mike Frias

Mike Frias representing Oak Ridge Estates presented the Board with a request for the change of the lot line to deal with the issue of grading in order to accommodate two houses. The Applicant indicated that this would result in fewer trees being cut, a shorter driveway resulting in less impact on the land. The Applicant indicated that the changes conform to all zoning requirements. Mr. D’Amelio asked about the wetlands and was told by the Applicant that the wetlands were not near the houses or the driveway.

Dirk Underwood, seconded by Sante Parente, moved to accept the ANR plan entitled “Plan of Land in Hudson, MA” owned by Julian Realty Trust III drawn by Thomas Land Surveyors of Hudson, MA, dated May 1, 2006 and Authorize the Agent to sign.

Vote: 4-0-0, Unanimous

Sandy Knoll Drive

The applicant requested the lot line change in conjunction with the tree clearing approved by the Board at the last meeting.

Rodney Frias, seconded by Bob D’Amelio, moved to accept the ANR plan entitled “Plan of Land in Hudson, MA” owned by Chestnut Hill Realty Trust as drawn by Thomas Land Surveyors of Hudson, MA, dated April 14, 2006. And authorize agent to sign.

Vote: 3-0-1, Dirk Underwood abstaining



10 Hillside Road
Present was:    Christopher Yates

Atty. Yates presented a plan showing a parcel carved out to create more buildable land on the lot in the rear. The Applicant told the Board that the present house on Hillside is on 2.5 acres and the back parcel is a 5.5-acre parcel with frontage on Crump Street. The Applicant will deed the new parcel to Hillside Realty Trust. The Board had a general discussion of the plan, which shows frontage on Crump Street with no access on Hillside.  Atty. Yates noted that there is a proposed access easement shown on the plan.
Rodney Frias, seconded by Dirk Underwood, moved to accept the ANR plan entitled “Plan of Land in Hudson, MA”, owned by Michael & Mary Ann Rego as drawn by Stephen E. Davis of Hudson, MA, dated April 30, 2006 and authorize agent to sign.

Vote: 4-0-0, unanimous


402 Main Street – Site Plan Review  

The Applicant made a request to continue the hearing.

Dirk Underwood, seconded by Bob D’Amelio, moved to continue the hearing for 402 Main Street to July 18, 2006 at 7:45pm.  

Vote: 4-0-0, unanimous

Planners Report

Chestnut Farms

The Board is in receipt of a request for bond release for Chestnut Farms on Kelly Lane.  They have a letter from Tony Marques indicating that the streets are accepted and there have been no problems.

Chairman Robert D’Amelio, seconded by Dirk Underwood moved to release the complete bond for subdivision Chestnut Farms.

Vote: 4-0-0, Unanimous




Lauren Heights
Present:        Michael Norris, Atty. at Law
                Michael O’Malley

Mr. Norris explained that Mr. O’Malley is requesting a waiver of granite curbing for Lauren Heights. The plan show bituminous curb but a waiver was never requested.  He noted that the Board has waived this in other subdivisions most recently Brigham Hill III.  There were two previous requests on January 5, 2006 and March 7, 2006.  Both time the DPW recommended against the requests. Mr. D’Amelio said that it would be difficult for the Board to go back and change a waiver request at a later date and after the fact. Mr. Frias asked the Applicant what other waiver requests had been requested.  Mr. O’Malley read the waivers granted. The Applicant told the Board that 2,500-3,000 feet of berm was needed and that granite would cost 10 times the amount.

Rodney Frias, seconded by Sante Parente, moved to require Type A granite curbing at the catch basin inlets, on the roundings and for the entire length of both cul-de-sacs and to allow bituminous curbing in all other areas of the subdivision.

Vote:   3-1-0 with Robert D’Amelio opposed

Minutes

Rodney Frias, seconded by Dirk Underwood moved to approve the minutes of May 2, 2006 as written.

Vote: 3-0-1, with Robert D’Amelio abstaining
