Planning Board Minutes 04/27/04
Minutes of Meeting— April 27, 2004

The Hudson Planning Board met at the Town Hall, 78 Main Street, Hudson, Massachusetts.  
At 7:00 p.m., Chairman Robert D’Amelio called the meeting to order.
Present:     Robert D’Amelio, Peter de Bakker, Joan Melillo, Richard Gelpke, Rodney Frias

Minutes:

Robert D’Amelio, seconded by Richard Gelpke, moved to approve the minutes of April 20, 2004 as amended.
Vote: 4-0-1, Frias abstained.

7:00      Public Hearing:     Hillside
Present:     Tom McCarthy, Southborough Ventures
                Kevin Quinn, Quinn Engineering
                Don Garcia, Hudson Economic Development Commission
                Dave Carrier, Hudson Light & Power
                Dale MacKinnon, EarthTech

Mr. Quinn stated that there are no outstanding issues between EarthTech and Quinn Engineering with regard to design.  Mr. MacKinnon added that Mr. Hultgren of Quinn Engineering addressed his last concern by phone today.

Mr. Carrier outlined the issues presented in his letter of April 5, 2004 to Quinn Engineering.  The Board addressed every issue.

Plans must show trees that will grow to heights of no less than and no greater than 15-20 feet to provide a visual barrier for residents closest to Light & Power’s substation. Mr. Carrier feels that vegetation will not provide a sufficient sound barrier.  

Southborough Ventures agreed to not use a conductive material for Phase IV remediation of the toxic chemicals in the lagoons.

Quinn Engineering will provide EarthTech with mylars, along with a narrative for each item. Quinn Engineering will provide the Board with copies of dust control plans for during remediation and general construction.  No less than two seismographs will be on site during blasting.

No one from the public had any comments or questions.

Richard Gelpke, seconded by Peter de Bakker, moved to close the public hearing for Hillside Retirement Community.
Vote: 5-0-0, Unanimous.

The Chairman polled the board, which stated unanimously that it planned to vote to approve the plans with Dale’s letter.

Discussion: Hudson Body & Paint Center
Present:    Tom Ricci, CAT Associates/Hudson Body & Paint Center

Mr. Ricci discussed minor changes to the site plan for 420 Main Street.

The Board needs to know that what was built is in close conformity to the original plan.  An added grease and trap station were deemed not in close conformity by the Board.
The Board requires an as-built plan and a stamped letter from an engineer stating that the site was constructed in close conformity to the approved plan.

The grease trap needs to be added to the plan.
Any sidewalk changes need to be added to the plan.
Any changes to the sewer pump station need to be added to the plan.

Peter de Bakker, seconded by Richard Gelpke, moved to write a memo to Building Commissioner Jeff Wood to indicate that he may issue a temporary occupancy permit for 30 days to CAT Assoc LLC pending resolution of this issue.
Vote: 5-0-0; Unanimous.

A representative of CAT Associates will attend the May 18, 2004 meeting.
