Planning Board Minutes 01/05/05
Minutes of Meeting— January 5, 2005

The Hudson Planning Board met at the Town Hall, 78 Main Street, Hudson, Massachusetts.
At 7:30 p.m., Chairman Robert D’Amelio called the meeting to order.
Present:        Robert D’Amelio, Rodney Frias, Peter de Bakker, Dirk Underwood, and Tom Collins
Jennifer Burke, Town Planner, Aldo A. Cipriano, Town Counsel, Bob LaBossiere, DPW

Lauren Heights

The Board reviewed the waiver request with the Mr. LaBossiere.  He indicated that the DPW prefers granite curbs.  It does not matter if it is sloped or vertical.  The Board took no action, but determined that sloped granite could be used.

Pheasant Trail
Present:     Richard Beaton, Richard Hayes, Hayes Development
          Robert Mann, Atty. at Law

The Board updated everyone on the issues.  Mr. D’Amelio noted that he is disappointed that only one resident has attended tonight.

Olivier Sartor, 5 Kattail Road, expressed concern that he never received confirmation that all items have been completed.  Some items he mentioned include slope issues, drainage structures, etc.  He specifically mentioned the end of Kattail Road.  He feels the slope is too dangerous.  Mr. LaBossiere stated that the slope is 2:1 and stabilized by riprap.   Mr. Sartor asked about the bond release process.  Mr. D’Amelio explained the process.

Mr. Sartor noted that the lot on the corner of Pheasant Trail and Brigham Street is also a concern.  The Board agrees that the lot is turning into a junk lot.

Atty. Mann addressed the Board.  He argued that because DPW has inspected and provided an estimate the Board is still protected even after a reduction.  He again asked for a reduction.  Mr. D’Amelio noted that the Board also has jurisdiction over slopes and the DPW does not necessarily review those items.  He also noted where there have been problems in the past.

Having brought everyone together and brought the issues out into the open, the Board is comfortable reducing some money.

Peter de Bakker, seconded by Rodney Frias, moved to reduce the bond amounts for Pheasant Trail to the following amounts:

Phase I - $49,000.00
Phase II - $34,500.00
Brigham Street sidewalk - $4,000.00

Vote: 5-0-0, Unanimous

Adjournment

The meeting was adjourned at 7:45 p.m.
