Planning Board Minutes 12/02/03
The Hudson Planning Board met at the Town Hall, 78 Main Street, Hudson, Massachusetts.  
At 7:30 p.m., Chairman Robert D’Amelio called the meeting to order.
Present:    Robert D’Amelio, Rodney Frias, Joan Melillo, Peter de Bakker and Richard Gelpke

7:30 Occupancy Permit:     144 Washington Street (Valvoline)
Present:       Robert Ladas, Valvoline, 144 Washington Street
                    Maria Amezcua, 142 Washington Street
                    Neil Crothers, Builder for 144 Washington Street

Mr. Wood reported that all broken slats had been repaired and gaps in the fence had been closed in.  He is satisfied with the state of the fence between 144 and 142 Washington Street.  Mr. D’Amelio reported that he was satisfied with the fence after his own site visit.  Mr. Gelpke was also satisfied after a site visit.

Ms. Amezcua stated for the record that the fence belongs to the owner of 144 Washington Street.  The Board agreed.
The Board will send a letter to Jeff asking him to issue a permanent occupancy permit.

7:30 Site Plan Review:     469 River Road                                       

The Board is in receipt of a letter from Dave Rykbost, owner of 469 River Road, dated December 1, 2003, requesting a continuance of the hearing until January 6, 2003, to allow him time to resubmit his site plan to the Internal Traffic Committee.
The hearing was continued until January 6, 2003 at 7:45 p.m.

7:45     Approval Not Required:     1 Still Drive
Present:     Kevin O’Leary, the Jillson Company

Mr. O’Leary presented the ANR to the Board.  Record information has been changed to comply with a more recent survey done by the Jillson Company.

Mr. D’Amelio expressed his particular satisfaction with the locus map.
Mr. de Bakker confirmed that all parts of the checklist for ANR applications had been completed.

Richard Gelpke, seconded by Peter de Bakker, moved to accept the ANR plan for 1 Still drive, titled “Plan of Land in Hudson, MA,” drawn by the Jillson Company, Inc., prepared for applicant Richard Simeone, and dated November 7, 2003.
Vote: Unanimous, 5-0-0.

8:00     29 Church Street (Senior Center) :     Site Plan Review
Present:     Dave Zanca, Zanca Land Surveyors

Dave Zanca presented the site plan to the Board.  The plan has been approved and signed by the Internal Traffic Committee.

Peter de Bakker, seconded by Richard Gelpke, moved to close the public hearing. Vote: 5-0-0, Unanimous.

Richard Gelpke, seconded by Peter de Bakker, moved to approve the site plan for 29 Church Street titled “Site Plan for Proposed Parking Expansion, 29 Church Street, Hudson Senior Center in Hudson, Mass.,” drawn by Zanca Land Surveyors and Consolidated Design Group, dated October 22, 2003, and revised on October 29, 2003.
Vote: 5-0-0, Unanimous.

8:15     Administration

Richard Gelpke, seconded by Rodney Frias, moved to approve the minutes for November 18, 2003, as amended.
Vote: 5-0-0, Unanimous.

The Board is in receipt of a letter from Hayes Development requesting a reduction of the bond for Pheasant Trail.  The Board will send a letter to the DPW inquiring as to the status of existing problems at Pheasant Trail, whether the DPW is satisfied with said status, and whether Hayes Development is in compliance with the order of conditions for Pheasant Trail.
