Minutes of Park Commission Meeting
Held on Tuesday, January 19, 2016
Selectmen’s Hearing Room, Town Hall at 8:00 am

1. Call Meeting to Order:               
Mr. Bowen called the meeting to order at 8:00 am.  Members present were Mr. Bowen, Mr. Wood and Mr. Scafidi. Also present, Mr. Santos and Mr. Hannon.

2. Minutes to Approve:
A. Public Session – November 25, 2015
Mr. Scafidi motioned to accept the minutes as written, seconded by Mr. Wood and carried…

3. Citizens Issues / Special Interest Groups:
A. Mr. Bowen asked Mr. Santos and Hudson Recreation staff to look into having rinks flooded for ice skating at the Chamberlain Recreation Facility adjacent to DPW.  Mr. Bowen had been approached by some residents asking why it was no longer being flooded for skating.  He wanted to know if it could be done and if so, who would perform the work and at what cost.  Hudson Recreation to look into this request.
        
4. Personnel:

5. Director’s Report:
A. Meer’s Property – Park Commission to consider signing a letter of support for Community Preservation Committee to purchase land (Lot 2A off, Wilkins Street, Hudson MA) intended for future Recreation use.  
Mr. Santos provided Park Commission with information on previous CPC land purchases (cost/acre) and encouraged the Park Commission to sign the letter of support as this land would be slated for active recreation use and potential field/park development.  Park Commissioners reviewed and signed the letter of support that had been prepared by Mr. Santos.
B. Centennial Beach Renovation – Project Update
Mr. Santos informed the Park Commission that he had met with the Town Manager and that they’d be working together to prepare an RFQ to hire an Owner’s Project Manager to oversee the project and designer selection.  Mr. Santos asked that a Park Commissioner join him and the Town manager in the process to develop the RFQ and select the OPM.  Mr. Bowen volunteered.
C. Summer 2016 Seasonal Part-Time Employees – Hiring Process
Mr. Santos informed the Park Commission that an Ad/Posting as well as letters to previous employees would be sent out in coming days.  Applications would be located at Recreation Office as well as on the recreation website.  Deadline for applications is March 18, 2016.
D. Summer 2016 Programs and HPS Building Use
Mr. Santos informed the Park Commission that he would be meeting with HPS Facilities and Director of Pupil Services regarding building use and impact of Mulready shut-down (for maintenance/repairs) during the upcoming summer.
E. Tree Maintenance – Cellucci and Hudson Skate Park     
Mr. Santos informed the Park Commission that he has met with DPW and assessed tree conditions at these locations.  There were many limbs and braches that were broken and/or hanging that needed to be removed as these were hazards.  In addition to the damaged trees, there was a large tree at Cellucci Park which was diseased and large limbs had previously fallen off on various occasions due to its condition.  As a potential hazard in its current condition, the recommendation was made to remove it completely.  Mr. Santos stated that he also notified the Conservation Commission and completed all paperwork prior to submitting any work orders to DPW, who was slated to complete the work.
