Minutes of Park Commission Meeting
Held on Tuesday, September 18, 2012
Recreation Office, Town Hall at 7:00 pm

1.      Call Meeting to Order:
Mr. Bowen called the meeting to order at 7:00pm.  Member present were Mr. Bowen, Mr. Scafidi and Mr. Redding.  Also present were Mr. Santos and Ms. Ghiloni.  

2.      Minutes of Meetings:
a. Public Session – July 10, 2012
Mr. Scafidi motioned to approve the minutes of the July 10, 2012 minutes as written, seconded by Mr. Bowen and carried….
Vote:   2-1 in Favor – Mr. Redding abstained
                
3.      Citizens Issues/Special Interest Groups
No one in attendance.

4.      Personnel:
a. Director, Linda Ghiloni evaluation.  Mr. Bowen and Mr. Scafidi filled out the forms.  Mr. Redding will give his input at a later date and one form will be coordinated.

5.      Director’s Report:
a.      Annual Report draft –submitted to the Commissioners as information and approval for submission with the Budget in October.
b.      Inventory draft – also given to the Commissioner for approval to be submitted with the Budget in October.
c.      Projects:
1. Sauta Cornfield – The Director informed the Commissioners that Green Acres is finishing up their responsibility on the field – fertilizing and seeding over summer and fall.  The planting of trees and bushes along the berm (change order $15,000 approx) is currently taking place. In addition there will be a change order for one line of irrigation along the berm for the plantings that will be submitted to the Board of Selectmen for approval.
Signs - we are currently working out the details of getting all signs for the field – one with Sauta Cornfield – A CPA Project; Entrance and Exits, One Way Only, No Parking, etc.
Family Bench – Donated by the Sauta Family members and installed last week in the far right corner on top of the little hill.
2. Sauta Building –an occupancy permit was issued August.
3. Fossile Field Development – The bid process was in early August, Green Acres was low bidder at $99,570.00 including Alternate A – trucking and disposal of excess excavated material.  Construction began on Monday, September 10th and should take no more that six weeks to complete.  There will also be a change order request for irrigation installation and materials submitted buy Green Acres to be on the next Board of Selectmen agenda for approval.  This was not included in the original bid process due to the uncertainty that there was enough funding.

4. Surveillance Camera’s at Cellucci Park – The fiber optics were installed onto pole recently and the contract for the camera’s approved by the Board of Selectmen. Mr. Redding noted his frustration with this project and the length of time that it has taken to complete.  There has been vandalism to the site – splash pad building, disgusting graffiti in the skate bowl, trash all over the place.  If the cameras were installed by now, maybe it would have deterred that vandalism.  There are also drug deals taking place in this facility.  If the cameras are not installed in a timely manner the Commissioners did vote at least two years ago to pay for and install them.  Mr. Redding wants that done unless there is a very definite completion date on the immediate future.  The Director will request a date from IT.  
5. Cellucci Splashpad Building wall replacement – The walls of the building destroyed by vandalism were replaced with pressure treated wood panels that will be painted white and sealed with the clear coat that is easier to remove graffiti.
Mr. Redding also brought up the issue of a hole in the entrance to the parking area that could easily be repaired with a little asphalt.  He requested that DPW be contacted to see they could fill in the holes where vehicles have driven over the edge of the grass and worn away that area.
d.      Pumpkin Fest – Saturday, October 20, 2012 – 3:30 to 8:30pm.  All plans are currently in progress – requesting sponsorships, non-profit vendors, paid activities, etc.
e.      Storage at Mulready The school department is in the process of moving a cement storage container that they no longer need to Sauta Baseball Field.  The precast cement structure is approximately 7’ x 6’ and will be used for storage by the baseball teams that utilize the field.
f.      Wood and Metal Sculptures - Assabet Valley Vocational High School will be helping with the installation for our wooden sculptures (hawk, frog and rabbit) along the ARRT along Porto da Villa area.  In addition the metal fabricating department will be making a couple of bicycles out of rebar to place along the trail.
