Economic Development Commission

Minutes of Meeting— March 10, 2014

The Hudson Economic Development Commission met at the Hudson Town Hall, 78 Main Street.  At 7:30 p.m., Chairman Donald Garcia called the meeting to order.

Members Present:  Donald Garcia, Michael DiBona, Hugh Gardner, Matt Tucker, Tony Loureiro, William Sullivan
Others Present: Kerin Shea – Community & Economic Development Assistant
Members Not Present:  Christopher Tibbals, Tom Davis, Sarah Cressy
Hand-outs:  Memo from EDC to BOS dated 2/19/14

Liquor License Warrant Articles

There will be two articles placed on the May Town Meeting warrant.  One asks to petition the state legislature for 4 all-alcohol licenses & 1 beer/wine license for the Highland Commons site only.  The other article asks to petition the state for 4 all-alcohol licenses & 1 beer/wine license to be made available Town-wide.  This has been a public process.  Feedback was solicited at 2 public forums, as well as numerous Board of Selectmen meetings.

The Selectmen have voted to sponsor the warrant articles.  The EDC would like to sponsor them as well.  No EDC members objected sending a memo to the Selectmen for their last meeting.  But we need an official vote for the record.  Mr. Sullivan expressed concern about how the at-large licenses would be handled.  Ms. Shea explained that the Selectmen’s alcohol regulations would be updated.  Mr. Garcia equated the licenses with “tools in a toolbox.”  An additional license might not be needed in every instance, but should be available if the situation calls for it.

Don Garcia, seconded by Mike DiBona, made a motion to sign on as sponsors of both warrant articles.

Vote: 6-0-0, unanimous

New Business

  • New concerns over parking have been raised as a result of the potential additional liquor licenses.  The Community Development Department is still planning on moving forward with a parking study.
  • The owners of RK Plaza have come to the Community Development Department, complaining of the price of Hudson’s commercial real estate taxes on a per-square-foot basis.   The CD Department hopes to analyze this further.
  • Mr. Sullivan noted that the 2 gas stations just north of the Washington Street Bridge are officially up for sale.
