Minutes of Meeting— May 18, 2010
The Hudson Economic Development Commission met at the Hudson Town Hall, 78 Main Street.  At 7:30 p.m., Chairman Donald Garcia called the meeting to order.

Members Present:  Donald Garcia, William Sullivan, Hugh Gardner, Christopher Tibbals, Tony Loureiro, Tom Davis
Others Present:  Kerin Shea – Community & Economic Development Assistant
Members Not Present:  Sarah Cressy, Christine Miller, Santino Parente


Updates on various Town projects

Ms. Shea updated the Town on some of the projects going on Hudson:

  • Senior Center – All major construction & landscaping are complete.  Punch list items are ongoing.  Final inspections & the signing of affidavits from the architect & engineers will come next.  The staff will then be trained on operations of various systems & equipment.  The Town is still waiting on the license from MBTA for the Railroad Ave parking lot.  This will not hold up occupancy.
  • Washington St/Rte 85 Reconstruction Project – The plans are nearing 100% completion.  MassDOT has agreed to pick up the rest of the design contract to get us to PS & E.  There are some issues with the Right of Way division concerning the redesign of the Giasson Street intersection.  We are still in search of funding to facilitate construction sooner than the currently 2014 scheduled TIP.
  • Bonazzoli property - A developer has approached the owners of the Bonazzoli property.  The developer would like to purchase a clean site, an undertaking that the Bonazzolis may find overwhelming to take on.  To keep the Route 85 project moving forward should any deal fall through, the Community Development Department will continue to work on the Site Clean-Up grant application & the Economic Development Fund (EDF) grant application that will provide the site acquisition funds.
  • Energy Efficiency & Conservation Block Grant (EECBG) – Glenn Davis has just been approved as the architect for the EECBG Library window project.  He is now working on the scope of work & bid specs.  Community Development will go out to bid in late June/early July.  The Town is required to have a vendor selected by July 31st.  
  • Final stages of ongoing Façade Program – The final Façade project located at the Manzo Building, 154-158 Main Street (housing Sofia’s Ristorante) was given a contract extension.  Due to an incredibly rainy spring, the project has been delayed.  The final punch list is ongoing with some minor modifications to design taking place in the field, as the contractor and architect evaluate how certain PVC materials are reacting to temperature changes.  The contractor is confident that the project should be complete by the end of May.

New Business


  • Fran Pugsley, owner of 162 Main Street, the small cinderblock building formerly rented by Hudson Appliance as their service center, is interested in meeting with the Community Development Department for a second time.  He has spoken, informally, many times with Glenn Davis about rebuilding a building on his lot.  Both Mr. Pugsley & Patrick Manzo are tentatively discussing a small land swap to straighten out a boundary line.  A meeting has yet to be scheduled.
  • Mr. Sullivan brought up the newsletter put out by the Marlborough Economic Development Corporation.  He thought it would be a good development tool for the Town.  He proposed doing a quarterly newsletter in which the EDC highlighted 3 larger-scale companies that people might not have heard of, explaining such things including how they make it in a smaller town.  Mr. Garcia asked who the target audience would be?  He also wondered who would write the pieces, as well as assemble & publish the newsletter.  He will make some inquiries to acquire pricing.
