Minutes
February 2, 2006, 7:00 P.M.
1.0 Preliminaries
1.1. Paul Byrne opened the meeting at 7:00 PM.
1.2. Roll Call: Chairman Paul Byrne, Misty-Anne Marold, Judy Sabourin, Joe Rodrigues and Minot Wood. David Esteves was absent.
1.3. Additions or deletions to the agenda
2.0 Hearings and Appointments 7:00 P.M.
2.1 Continuance Hearing - Notice of Intent (DEP 190-463)
Written request for continuance on March 2nd.
Applicant: David J. Quinn
Project Description: construction of a gravel access driveway from Old North road to the proposed building site of Lot #2, including work in the Buffer Zone and a “limited project” wetland crossing.
Paul Byrne made a motion to continue the hearing to March 2, 2006 at 7:00 PM, seconded by Joe Rodrigues with all in favor.
2.2 Continuance - Notice of Intent (DEP #190-457)
Written request for continuance on February 16th.
Applicant/Owner: Todd Marsh, Paramount Construction
Location: Coolidge Street Map 19 Parcels 214 & 215
Project Description: Construction of a retail store, associated parking lot and retaining walls within the Buffer Zone of Bordering Vegetated Wetlands.
Paul Byrne made a motion to continue the hearing to February 16, 2006 at 7:00 PM, seconded by Joe Rodrigues with all in favor.
3.0 Work Session
3.1 Minutes
3.1.1 January 05, 2006 - Minot Wood made a motion to accept the minutes as amended, seconded by Joe Rodrigues with all in favor.
3.1.2 January 19, 20062006 - Minot Wood made a motion to accept the minutes as amended, seconded by Joe Rodrigues with all in favor.
3.2 Vouchers – Paul Byrne made a motion to approve the vouchers for MACC and Reliable Office Supplies, seconded by Minot Wood with all in favor.
3.2.1 MACC Annual Dues $255.00, MACC Annual Meeting $255.00 = total $510.00
3.2.2 Reliable Office Supplies $148.87
3.3 Wal-Mart – submitted revised plan for approval – (snow fence, signage & snow storage)
The Commission reviewed and approved the Wal-Mart submittal. The agent will remind Wal-Mart to send the Operational & Maintenance Plan. The Commission reviewed a draft letter by Proctor. Marold revised the letter. Paul Byrne made a motion to send the letter as amended to Wal-Mart, seconded by Joe Rodrigues with all in favor.
3.4 Meridian Associates letter requesting minor modification for South St. Park Expansion/Assabet River Walk Canoe Landing - DEP 190-446. The Commission reviewed and discussed the plan. Misty-Anne Marold expressed concern that a canoe launch may cause erosion of the bank. She recommended a floating ramp/concrete ramp. There was discussion on the necessity of a ramp. The Commission asked to have the plan corrected as it appears the plan should say Armand’s pub instead of Horseshoe Pub. The Commission would like the ramp marked out with cones so that they can assess the specific area for this use.
3.5 Letter Marlboro Conservation Commission – various – request for extension of the weed control Order of Condition DEP 190-367.
Paul Byrne made a motion to extend the Order of Conditions for 3 years seconded by Minot Wood.
Vote was taken.
Paul Byrne voted in favor of the motion.
Misty-Anne Marold voted in favor of the motion.
Joe Rodrigues voted in favor of the motion.
Minot Wood voted in favor of the motion.
Judy Sabourin abstained from the vote.
Vote 4-0-1 Motion carried.
3.6 The Commission signed the Order of Conditions for the Town of Hudson project for the canal walk and café at Danforth Brook.

7.1 Finance Committee Budget Meeting 2/15/06 at 7:20 PM.

7.3 Annual Report due 3/24/06
7.4 Mike Barry attended the Commission meeting investigating the operations to decide if he might be interested on serving as a Conservation Commission.
8.0 Adjournment – Minot Wood made a motion to adjourn the meeting at 8:10 PM seconded by Joe Rodrigues with all in favor.
