Minutes of Meeting Held on Thursday, January 10, 2019

7:00pm – Public Hearing – Community Preservation Plan draft 2019
Mr. Parent opened the Public Hearing at 7:00pm to discuss updates and changes.  Mrs. Ghiloni indicated that projects were added and some additional information added that was missing.  Mr. D’Amelio questioned an item on the List of Potential Projects regarding Amnesty Program for in-law apartments that he would like removed from the Plan.
Motion by Mr. D’Amelio to remove that line and approve remaining plan, seconded by Mr. Parent and carried…

Hudson Land Trust
Greg Opp, Robert Burgess, Tom Green and Brian White.
Mr. Opp introduced the members, informed the committee of their incorporation through State and Federal agencies in the fall, and their goals and objectives moving forward.  This newly formed organization is seeking guidance from other Town land trusts. They would like to be the non-profit that holds Conservation Restrictions on properties purchased by the CPC.  Questions on authority regarding those restrictions were discussed. The Land Trust will work with the Conservation Commission and Park Commission on restrictions on land under their jurisdiction seeking guidance on “allowed use” and “prohibited uses” on each individual property.

Applications for Funding
  • Conservation Commission – Old North Road Conservation Area – Trail Signage
Pam Helinek requested funds for trail signage on the Old North Road Conservation Land.  She is currently working with a number of volunteers to create a loop trail on the property. Signage at the entrance with a trail map as well as directional arrows and educational signs will help users identify the trail.

  • Park Commission – Centennial Beach Renovations
Steve Santos, Dan Hannon and a representative from Wesson and Sampson present.
Mr. Santos indicated the deteriorating condition of the 50+- year old facility and the number of years the project has been in the planning process.  Information and drawings showing upgrades to the facility to improve erosion and storm water management, comply with ADA accessibility requirements, new restroom facilities, public access both in summer and off season and overall improvements to the natural landscape features of the beach were presented to the Committee.
Points brought up during discussions included:
  • Actual access for wheelchairs to the water using portable mats;
  • Policing of the area and discussions with the Chief of Police, security components, etc.;
  • Facility is used by all individuals in the community (as well as non-residents), regardless of age, or mobility.
  • Erosion control has been a worsening problem over the years washing out sand on the beach into the water and cove;
  • The final designs and exact features and amenities will be clarified over the next few months.
  • It was explained that due to the scope of this project, Wesson and Sampson will be the Clerk of the Works, providing oversight, bidding and other construction administration tasks.
Mr. Parent explained the financing of this project via a borrowing article at Town Meeting which will require a 2/3 vote.

Mr. Parent motioned to recommend to May 2019 Town Meeting, $1.75 million for the project, with $250,000.00 from the undesignated fund balance and borrowing 1.5 million, seconded by Mr. D’Amelio and carried….
