7:00 Public Project Applications

7:05pm Application and Presentation - Danforth Expansion of Parking Lot – Conservation Commission
Pam Helinek, Hudson Conservation Agent presented plans to improve the parking area on Lincoln Street (Route 85), that supports the Danforth Conservation Property.  DPW has done some work in that area and this request would be to continue that effort using a private contractor to move back the kiosk that was totally overgrown with invasive vines and remove several old trees to expand the lot for approximately 6 to 8 cars. Brian Johannsen, an abutter of the project was present in support of the improvements. Mr. D’Amelio questioned the use of 1 ½ inch crushed stone and requested it be mixed with stone dust (to create dense graded crushed stone) to alleviate movement and allow it to pack properly. Discussions followed if this was enough money, future plans for clearing trails and their maintenance and whether the sign posts will withstand the move.
Mrs. Ghiloni motioned to approve $3,600.00 (to include contingencies) for the expansion using Undesignated CPC Funds, seconded by Mr. D’Amelio and carried…

7:15pm Application and Presentation – Town Hall Renovation Project – Department of Planning and Community Development

Mr. Davis left the table to assist with presentation and will not vote on this project.

Pam Helinek presented the overall project, the phasing (over 5 years) of various segments of this 2.2 million dollar upgrade intended to keep the project financially manageable.  Questions followed regarding if it would be cheaper in the long run to do the entire roof both the asphalt hip and slate sections to alleviate removing and replacing staging each time and what the most critical pieces of the project were due to leaking and existing damage.  Glenn Davis has been working with the Town, a cost estimator, several engineering firms (HVAC) and roofing experts.  The HVAC system was identified as an extremely important piece, as well as the roof sections and dormers.  Mrs. Ghiloni motioned to submit to Town Meeting for November an article for approximately $800,000.00, with the stipulation that the Department of Planning bring in new numbers for asphalt roof, slate roof and heating system, seconded by Mr. D’Amelio and carried…

The committee members present agreed to meet again on Wednesday, August 17, 2016 at 7:00pm, to review and discuss the new cost estimates.

Financial Information – FY16
Mrs. Ghiloni had distributed information regarding the end of the year balances.  Once books are closed by the Town Accountant she will have more information on the Undesignated Fund Balance.
