7:00pm – Discussion – Request from Pam Helinek, Hudson Conservation Agent/Planner regarding Gerwick Conservation Property

Ms. Helinek informed the committee that the Gerwick Property did not currently have public access and that the request for funding to survey the Easement area and delineate the wetlands was the first step in the process of opening up access. She has received quotes for both survey and wetland flagging and requested funding from the committee.  

Ms. Helinek further explained that she met with Steven Santos, Director of Recreation, Jim Quinn and Andy Horvitz, abutters to the property and Ian Mazmanian, owner of the Easement recently and that the wording in the Easement states parking on the “eastern bound” land on the property with “no more than four (4) passenger motor vehicles in the easement area at its most easterly end”.  During that meeting it was discussed determined that it would make more sense to develop parking on the western end (closest to Old North Road).  This move would alleviate the need to close the wetland with a road, only a walking path would be needed and keep the parking in plan site from the street.  Also during that meeting Mr. Santos requested more spaces.

Mr. Mazmanian was present (along with Mrs. Gerwick) and he is amenable to moving the parking closer stating Mr. Santos wanted ten (10) spaces, but he would be in favor of six (6).  

This would necessitate changing the Easement wording and Ms. Helinek would discuss that with Town Counsel at a later date.

Mrs. Ghiloni motioned to approve $2,200.00 for survey and wetland flagging from Administrative Funds, seconded by Mr. Parent and carried…

Mrs. Ghiloni stated the next step of the project would be to have a Concept Plan drawn up by an engineering company in order to get price quotes for construction of the access.  Mrs. Ghiloni motioned to continue with Phase 2 authorizing a sum not to exceed $15,000.00 to be expended from Administrative Funds for that purpose.  Motion seconded by Mr. Davis and carried…

This would then bring this project in line for construction costs to be applied for in January for the May Town Meeting Warrant.

Mr. Davis brought up the issue of signs for the property and Mrs. Ghiloni stated that CPA legislation requires signage identifying all property purchased with CPC funds and that would be part of the construction project.
