Minutes of Meeting Held on Wednesday, August 17, 2016
7:00pm – Selectmen’s Hearing Room/Third Floor Conference Room

Mr Parent opened the meeting by informing the committee members of the purposes of CPA and the Chart that identifies which projects can be funded.  He distributed information that also gives specifics on various language that is written in the Legislative Act.

Mrs. Ghiloni informed the members that she had looked at the Chart and realized that the legislation doesn’t allow renovations to existing open space land unless that land was designated as passive recreation or under the jurisdiction of the Park Commission.  Mr. D’Amelio motioned to recind the vote taken on August 3, 2016 approving $3,600 for the Conservation Commission Project at the Danforth Property, seconded by Mrs. Ghiloni and carried…

7:00pm Further Discussion of Town Hall Renovations
Mr. Jack Hunter of the Department of Planning and Community Development was present with additional information and revised figures for the asphalt roof, slate roof and heating system.  Discussion followed concerning setting up staging more than once, Capital Outlay possibilities, timelines and bidding of the project, profit allowances included in the cost estimates and numerous other details.

Mrs. Ghiloni motioned to approve $602,851.00 from the Undesignated Fund Balance and $200,000.00 from Historic Resource Reserve for submission on the November 2016 Special Town Meeting Warrant, seconded by Mr. Parent and carried….

Financial Information
An additional spreadsheet from the Town Accountant was distributed to the members for their information and discussion took place regarding the Affordable Housing Reserve monies. It was suggested that the Municipal Affordable Housing Trust should request those funds so that they will be at their disposal when needed.  Mr. Parent indicated that e Housing Trust now has a consultant working on various programs and these funds would carry out some of those activities.
