Minutes of Meeting Held on Wednesday, July 29, 2015

  • Division of Recreation – Steven Santos – Centennial Beach Renovation Project – Final Design
Steven Santos, Director of Recreation explained the need for his request of $100,000 to proceed to the Final Design and Cost Estimate process for the renovation of Centennial Beach.  These renovations include landscape design and a new building.  After meeting with engineering professionals, architects and cost estimators the overall projected cost will require Final Design documents (required by 30B regulations) including but not limited to: Site Assessment and Survey; Design Development, Permitting, Construction Drawings, Technical Specifications and Cost Estimates. In addition Bid Documents, Construction Bidding/Negotiation Oversight and Construction Oversight and Observation will be included in RFQ’s.
Several questions regarding the size and features in the building were questioned and Mr. Santos indicated that some of those features might be readdressed, but that some could remain in the final designs.  He will be holding public hearings to get further input from residents.  
Mr. Santos is requesting this be the second phase of the project with funding for actual construction potentially coming from several sources such as Town Capital Outlay, Community Preservation and possible collaboration for in-kind labor with Assabet Valley Technical High School.  These will all be explored over the next several months.

It should be noted that several members of the Committee see this facility as an important asset in the Town.

2. Old North Realty Trust – Jennifer Thompson – Extension to have second appraisal completed.
Mrs. Ghiloni indicated that the Committee had the first appraisal completed in late spring and that the outcome of $250,000.00 was not acceptable to the owner due to it being a lot lower that the Town’s assessed value for tax purposes.  Historically, tax assessments are lower.  Mrs. Thompson has requested more time to have an appraisal performed at her expense.  Discussion followed regarding the location of the land, the potential cost and negotiations, future potential if purchased and deadline for November Town Meeting.

Mrs. Ghiloni will email Mrs. Thompson to have second appraisal documents in hand by no later than August 13, 2015 and if so will schedule a meeting for the committee for Wednesday, August 19, 2015 at 7:00pm to discuss with the landowner.

Mrs. Entholt was present and requested that if purchased it be for passive recreation purposes.

Financial Information
Mrs. Ghiloni explained the projects from previous years still in progress, balances in accounts on June 30 and the information from May T.M. added to give the Committee their July 1, 2015 balances.

Discussion followed regarding taking minutes, posting meetings, agendas, processing invoices, tracking financial information, processing required state forms, etc. which Linda Ghiloni reminded the committee that she was paid for through the Administrative Account of Community Preservation.  Mr. D’Amelio motioned to approve this and that Mr. Parent sign payrolls for administrative expenses and the Mrs. Ghiloni give Mr. Parent details of duties performed, seconded by Mr. Luoto and carried….
