Minutes of Meeting Held on Tuesday, July 29, 2014

7:00pm Discussion regarding request for an appraisal of land on Chestnut Street
Dirk Underwood was present to request that the CPC pay for an appraisal of property on Chestnut Street purchased in 1959 by his father containing approximately 22 acres, which at this point has become a burden for the family members.  They would like the CPC to consider purchasing this land or they will have to proceed with a development plan.

Questions regarding whether the property is in 61A were brought up.  The parcel is not in that tax classification and therefore the Town does not have first right to refusal. Several committee members applauded the family for bringing the before the committee to consider.

Mr. Durant stated that although this property was only recently earmarked for protection in the Master Plan draft, the townspeople at Town Meeting should ultimately make that decision, as they should with any future properties brought before the Town and this committee.

Mr. Parent did bring up the question of how much the committee can continue to fund.  They are currently looking at the Jenkins land, a Centennial Beach project, Town Hall historic preservation project and now this land.  

Mrs. Ghiloni stated that although there is not funding to all the projects at the moment, the FY14 Town and state funding is not yet in our accounts since that does not get appropriated until one year out.  Information from the state for FY14 is received in November and reflected on the May 2015 Town Meeting warrant.  Her other suggestions would be to bond some project using CPA future funds to pay back those bonds.

Members questioned the land surrounding the Underwood property and if the Kane sand pit was still being used and what that family had in mind for the future use of the Kane land.

7:15pm – Historic Society Presentation regarding an Application for Historic Media Conversion in the amount of $2,000

Mr. Durant disclosed that he is a member of the Historical Society.

Mr. Lou Halprin and Ms. Mary Harrity were present to inform the committee of their request to convert many old glass slides, tapes, transparencies and other media to CD’s due to the imminent need prior to

the deterioration of these articles which will happen over time.  Additionally, glass slides at this point cannot be viewed since there is not equipment available to do that.

Ms. Burke stated that this is the fourth time the Society has come before the committee and that a project approved for funding last year was withdrawn by the Society.  She was concerned that the Society did not have within their own funding $2,000 to pay for this project.  Mrs. Harrity stated that although they have a grant for rental of their space at 43 Broad Street, the membership is very low and many are getting older so they are not financially in a position to use the little funding they have in their accounts for this project.

7:30pm – Linda Ghiloni – Acquisition of Jenkins Property on River Road
Present were Mr. McCabe, Attorney for Mrs. Jenkins and Mrs. Tucker, daughter of Mrs. Jenkins
Mrs. Ghiloni stated that last year the committee authorized her to appraise a couple of properties and the Jenkins land was one which came in at $620,000.  The family then had another appraisal performed by Real Property Services which cam in at $993,000.  Mr. McCabe stated that the family felt it was prudent to seek a second appraisal.  Members questions the 50% difference in the two appraisals and Mrs. Ghiloni stated that she believed the difference was backing out the development costs of the proposed subdivision.

Discussion followed with members who questioned the amount of the second appraisal and whether a third was necessary.  It was suggested that a group of individuals seek more information with a motion being make to authority a negotiating committee to spend up to $3,000 for that purpose which was later rescinded. This land is not in 61A therefore the procedures required under that legislation does not have to be followed.  Mr. McCabe stated that he believed there were common assumptions of construction costs and those could be investigated further. Mrs.Ghiloni asked the family if they were willing to continue with conversations for the Town to purchase the property, negotiate and look further into the two prices from the appraisals. Mrs. Tucker seemed willing to do that. Ms. Burke suggested a couple of members from the committee conduct negotiations to see if they could look at the two appraisals to see what the differences were.  She asked who would be willing to do that and Mr. Davis and Mrs. Ghiloni will meet with Mr. McCabe and bring information back to the committee.  Mrs. Ghiloni informed the family that due to timing they could not get this done to place an article on the November Special Town Meeting which Mr. McCabe and Mrs. Tucker understood.  Mr. McCabe asked that Mrs. Ghiloni and Mr. Davis contact him to meet.
