Minutes of Meeting and Public Hearing Held on Wednesday, October 6, 2010

Jennifer Burke called the meeting to order at 7:00pm

Discussion – Use of Administrative Funds
Ms. Burke turned the discussion over to Mr. Bryne who had requested the meeting to discuss the vote taken at the last meeting regarding Use of Administrative Funds. Mr. Byrne indicated he had letters from the Coalition and DOR relative to administrative funds. Mr. Durant asked how the questions to those agencies where worded since there was no documentation of the questions and the resulting answers were dependent on the wording of the question. Discussion following regarding the $14k being put into Community Development, which Ms. Ghiloni stated they had not and would not be deposited into any other accounts. The person providing the administrative clerical work would be required to provide hours and tasks performed, then payroll would be processed directly from the CPC account.
Ms. Burke indicated that she had a letter from Mr. Blazar withdrawing the request at this time, since it is not his wish that the original request be a source of dissension on the CPC or put the Town in a position of conflict with DOR. Discussion followed regarding the withdrawal request and a number of other issues concerning the appropriate use of Administrative Funds and the work involved and responsibilities in bringing this committee forward and carrying out projects approved.

Discussion continued about who would perform the clerical duties. Ms. Ghiloni passed out a list of tasks that she and Ms. Burke have been performing. Committee members were concerned with using Town employees to perform these functions on their own time and whether that was acceptable.
Mr. Byrne motioned to request an opinion from Town Counsel on whether an existing Town employee could job share for a designated number of hours under the CPC, seconded by Mr. Parent and carried…
