Minutes of Meeting and Public Hearing Held on Tuesday, August 24, 2010
7:00pm in 2nd Floor Selectmen’s Meeting Room – Hudson Town Hall

Preservation of Historic Archives-Street Acceptance Book:
Joan Wordell, the Town Clerk, presented her application for the preservation of the Street Acceptance Book dating back to the early 1860’s.  The book will be rebound into two volumes along with a deacidification process to halt the deterioration of the pages.  Approved by the Hudson Historic Commission, the process will also include the documents on microfilm and a CD.
Linda Ghiloni motioned to recommend $2,000 from historic preservation funds for submission on the November Special Town Meeting Warrant, seconded by Paul Byrne and carried…

Presentation of Rehab and Replacement of Library Windows by Michelle Ciccolo, Director of Community Development
Michelle Ciccolo informed the committee that this project is in conjunction with a ARRA Federal Stimulus Grant through the Energy Efficiency Community Block Grant Program.  That program will replace windows on the newer section of the Library where the CPC funding would replace the window on the older Carnegie section of the building.  

Public Hearing:
Community Preservation Plan Update
Linda Ghiloni indicated that the only changes to the plan were to add project approved and authorized through Town Meeting from May and Novembers appropriations.  There were no comments on the updated plan.

Town Meeting Warrant Articles
Linda Ghiloni explained that there were two articles of May Town Meeting to seek authorization for Conservation Restrictions on the Fossile property and Sauta Cornfield land.  Any land purchased or developed with CPA funding requires a Conservation Restriction.

Discussions
  • Paul Byrne indicated that he had noticed that Concord, New Hampshire has a clause on their documents for real estate deposits that the interest from that account would be dedicated to Community Preservaton.
  • Paul Byrne also asked the length of the Community Preservation Act in Hudson and Jennifer stated that it does not expire, must be for at least 5 years once first voted, but is not recinded unless there is a petitioned article to do so.  Joe Durant stated that a couple of people had asked him the same question.
  • Arthur Redding suggested marketing the projects that have been completed to date to better inform the public of the things that would not have been possible without CPA.  Several avenues to inform individuals were discussed.
