Minutes of Meeting Held on March 24, 2009

7:00pm Public Hearing – Community Preservation Plan

Jennifer Burke opened the meeting by explaining Hudson’s Community Preservation Plan and what information is included such as the history of Hudson CPA, spending controls, lists of Hudson CPA funding to date, projects going forward, guidelines and criteria for apply, etc.

She indicated that the Housing Authority and Veterans Agent had stated they would be applying for funding in the future.  Linda Ghiloni explained the Veterans project would be for historic preservation of the Main Street cemetery, to include preservation of grave stones, historic military grave markers and the installation of an American flag and pole.  The total request would be approximately $10,788.

Scott Duplisea or the Housing Authority indicated they would be applying for funding for a couple of projects in the future.  Jennifer Burke suggested that possibly they would be interested in “buying down” programs. Linda Ghiloni also suggested that they request money to be placed in their trust fund so that in the event that a current low income is in jeopardy of being removed from the housing stock, the trust fund could buy down that mortgage.

Michelle Ciccolo indicated an interest in submitting a “project” list item for the acquisition of a parcel of land for a community garden.  Jennifer Burke stated that management of the community garden project should be that of an outside organization since there would be no town resources for operation.  Michelle stated that a non-profit could be in charge of managing the community garden.

Joseph Durant motioned to remove maintenance projects from the List of Other Eligible Potential Projects.  Those include the Library, School Department, Fire Department and Community Development projects that potentially would not be eligible for CPA funding.  The motion was seconded by Jennifer Burke and carried…
