Affordable Houing Minutes 11/15/2012

Members Present:   John Parent, Kevin Santos, Kerin Shea, Linda Ghiloni, Joe
Peznola, and Robin Frank.  Also in attendance was Jen Burke, Planning Director. Absent: Charlie McGourty and Scott Golder
I. 26 Blueberry Lane
The property was slated for a Lottery through the LIP Program, but due to a number of circumstances and inaccessibility until very recently to show the property DHCD suspended the 90 Right of First Refusal on October 12, 2012.  At this point, the property is vacant, has been turned over to Residential Credit Solutions, Inc a debt collection agency and DHCH has turned it over to their legal department.

Ms. Frank did get the keys and visit the property, which still has furniture and sellers belongings inside.  The appraisal done by Fox Associates states minimally maintained. There are cosmetic needs such as painting, new carpeting throughout,  linoleum and kitchen renovations.

The Trustees are interested in keeping this housing as an ·affordable so actions to be taken at this point include:
-requesting Department of Public Works to turn off the water on the street and remove the meter.
-Trustees will pay a plumber to go into the property to winterize to protect from any pipes freezing.
-Seek an individual to look at the cosmetic renovations needed to bring up to livable standards.  Also contact home inspectors to find
out if there are any structural needs (i.e. new roof, boiler issues, foundation, etc).
-seek information from Residential Credit about where this all stands - foreclose, who is monitoring property for them, amount owned on the property, etc.
-check out if there are taxes owed.

Discussion following regarding the Trustees continuing interest in keeping the property as an affordable and avenues to potentially purchase and resell through Lottery once all the other issues are resolved.  Ms. Burke will speak with DHCD and seek information on insurance through Town on a vacant house if we end up purchasing.

Mr. Santos asked if Community Development has moved any further on that house as an affordable.  At this point, Ms. Shea indicated that they needed to have appraisals done as the next step.
