Minutes of Meeting Held on

Ms. Burke welcomed everyone to the first meeting of the newly created Housing Trust.

The Declaration of Trust was discussed.  At this point Town Counsel is reviewing the draft proposal.  Ms. Burke motioned to approve the Declaration of Trust once is has been reviewed by Town Counsel, seconded by Mr. Santos and carried…

Discussion followed regarding the Goals and Objectives of the trust which included some of the potential programs (i.e. amnesty programs, closing costs and buy down assistance programs, rental assistance programs, outright purchase of property) and funding sources (CPA annual 10%, grants, state and federal programs).   The committee members will look at the different options and seek more information to formally set Goals and Objectives for the future.  Ms. Ghiloni handed out information from two other towns on their programs as information for the members.
        Discussion followed regarding the research necessary for amnesty programs, which would minimally include conducting a survey, advertising, counting meters and mail boxes with information gained from the Assessors and Building Departments on potential multifamily dwellings that were not currently legal, then seeking out those owners.  This could be extremely time consuming.

At a recent Affordable Housing Workshop the town of Sudbury indicated that they hired a consultant to assist with various programs.  More information should be sought regarding that cost.

Discussion followed regarding seeking additional members for the board.  Ms. Burke stated that the Declaration stated a minimum of five and a maximum of seven members.  

The future meeting schedule was discussed and the general consensus was that mornings during the week were acceptable and that every three months (quarterly) at this point would be sufficient.  Additional meeting could be called when a specific project or program was in progress.

Mr. Santos requested a list of Hudson’s Current Affordable Housing Stock.  Ms. Burke will forward to all members.
