7:05 PM Sarto noted that the ZBA decision letter to a petitioner mentions that the ZBA decision will be sent to the Planning Board. Since this policy has never been followed the comment will no longer be mentioned.
The Board discussed joining The Massachusetts Federation of Planning and Appeals Boards. Ray Korny made a motion not to join this association. The motion was passed. Sarto will give the information regarding the MFPAB to the Planning Board.

Mr. Soper and engineer Mark Farrell explained the project. Mr. Soper plans to tear down the existing house and build a single level, split entry, two-bedroom house. The septic system and some grading have already been done.
A continuance was scheduled for November 6, at 7:30 PM.
After Mr. Soper left, Ronald Paquetter, 94 Stafford Road arrived and addressed the Board with some concerns regarding the Soper construction. Mr. Paquette mentioned that the grading and brush removal that has taken place might result in an increase in water flow into his house. He said that he gets some water in his basement about four times a year. He feels that the frequency and flow may increase due to the new grading profile. He said he would hold all Town Boards issuing the permit responsible if he sustains an increase in basement flooding. Sarto recommended that Mr. Paquette meet with the Conservation Board regarding this issue.
