Town of Holland, MA—Finance Board
Meeting Minutes
November 2, 2016
Call To Order
The Chairman called to order a meeting of the Holland Finance Board at 7:00 P.M. on November 2, 2016 at the Holland Town Hall.
Roll Call
Finance Board members present were: Ernie Fancy, Don Laing, Joe Yiznitsky, and Mike Brady. Not present was John Ebersold.
Approval of Minutes
The minutes of the September 7, 2016 meeting were approved.
New Business
Review Draft of Letter to Boards and Committees for FY18 Budget info and Schedule:
The letter was reviewed, and several wording changes were suggested. Also, because some of the scheduled meeting dates are Saturdays, it was suggested that we add the day of the week to the dates of the meetings.
As the Lake Oversight Committee is now a separate committee, it was discussed whether or not lake-associated expenses should be moved from the Select Board’s budget to that of the Lake Oversight Committee. The Board voted unanimously to move the lake-associated expenses to the Lake Oversight Committee’s budget.
FY18 COLA Input:
To assist in the FY18 budget process, a list of expected COLA’s for approximately 25 municipalities was reviewed.
Review of FY16 Town Budget Expenditures:
There was a brief review and discussion of the FY16 expenditures versus FY16 budget amounts.
Draft of FY18 Budget Spreadsheet:
The initial draft of the spreadsheet was reviewed. It is comparable to the FY17 spreadsheet.
Review of ‘What’s New in Municipal Law’ and IT Meeting:
Ernie Fancy attended this meeting In light of State budget issues, the meeting was attended by about 600 participants. A number of issues were discussed, including:
-a change in the cap on year-end transfers between accounts from 3% to ‘no limit’.
-have changed the requirement for annual voting on bringing forward balances on revolving funds.
Open Issues
Ernie Fancy and Joe Yiznitsky will attend the Tantasqua budget meeting on January 28th.
The Finance Board meeting minutes will now be sent to the Town Clerk for posting.
Next Meeting
The next meeting will be held at 7:00 on Wednesday, November 16.

The Chairman adjourned the meeting at 8:45 P.M.
