                               Meeting Minutes

                                           October 15, 2014  

Call To Order

The Chairman called to order a meeting of the Holland Finance Board at 7:35 PM on October 15, 2014 at the Holland Town Hall.

Roll Call

Finance Board members present:  Andrew Harhay, Ernest Fancy, John Phelps, and Mike Brady.

Approval of Minutes
    
The draft minutes of the September 17, 2014 had been previously distributed for review. The minutes were approved unanimously, as written.

New Business

FY 14 Expenditures: The report prepared by John Phelps and distributed at the September 17 meeting was reviewed. There was a discussion and clarification concerning grant and engineering for the work done on Brimfield Road.
FY16 Budget Development: There was a brief discussion about the FY16 Budget Development process. The Town Clerk has suggested meeting with the Board on potentially significant increases in election costs.

FY13 and FY14 Basic Financial Statements Audit: The FY13 Audit was reviewed and there was a discussion about the OPEB liability numbers, which showed a substantial   $396,000 increase from the prior year. The FY14 audit needs to be initiated soon and the Town Accountant has sent an RFP to three municipal auditing firms providing those services.

Tantasqua and Union 61 Enrollment Data: The enrollment data provided by Deb Boyd was reviewed. The data shows the numbers of students in each junior high and senior high grade, by town. This shows the expected changes in the number of Holland students versus the numbers of students from the other towns. This is the basis for determining each town’s share of the Tantasqua budget.

Payment for ATFC Meeting Attendees: The expenditure for registration fees for Andy Harhay, John Phelps and Mike Brady to attend the ATFC meeting on Saturday, October 18 was approved.

Department of Revenue Seminar: Ernie Fancy reported on the September 30 DOR seminar “What’s New in Municipal Law”, which he attended along with Select Board members Lynn Arnold and Larry Mandell.  Ernie cited several case studies that were discussed at the seminar.

Ambulance Service: Andy Harhay attended the Tri-Town BOS meeting in Wales on September 30. The topic was ambulance service for the three towns. The three select boards agreed to independently enter into a 1-year contract with Brimfield Ambulance Service. for Advanced Life Support services.

Next Meeting

The next meeting will be on Wednesday, November 5.
