Meeting Minutes
November 5, 2014
Call To Order
The Chairman called to order a meeting of the Holland Finance Board at 7:35 PM on November 5, 2014 at the Holland Town Hall.
Roll Call
Finance Board members present: Andrew Harhay, Ernest Fancy and John Phelps.
Approval of Minutes
The draft minutes of the October 15, 2014 had been previously distributed for review. The minutes were approved unanimously, as written.
New Business
ATFC Annual Meeting: There was discussion of the workshop sessions attended by three members on October 18th in Franklin. Mike Brady attended the session on Budgeting and John Phelps the session on Health Insurance and OPEB; both attended Saving Money by Sharing Services. Andy attended the session on the value of developing and adhering to Financial Policies and one on common Legal Issues for Finance Committees.
Request for FY16 School Budget Liaisons: Deb Boyd had sent a memo to selectboards and finance committees asking that school budget liaisons be appointed from each town for the FY16 development of the Tantasqua/Union 61budgets. Ernie Fancy will be the Tantasqua liaison and Andy Harhay the liaison for Holland Elementary; other Finance Board members will be encouraged to attend the school committee budget meetings.
FY16 Revenue/Expenses: The members discussed the large capital items that we expect to be requested for FY16 and concerns about state aid, both for the current year (FY15) and for FY16. The projected shortfall of $329 million in FY15 revenue has resulted in the Governor proposing many cuts during the second half of FY15, including reductions in local aid. The Chairman distributed the FY15 DOR Recapitulation sheet recently approved for Holland.
Next Meeting
The next two meeting will be scheduled based on availability of Town Clerk and BOH to review their FY16 budget requests.
