Holland Conservation Commission
Minutes of Commission meeting held on May 14, 2013.
7:20 p.m. Chairperson called the meeting to order. The minutes of April 23, 2013 were read and accepted and will be distributed.
Present were: James Wettlaufer, Chairperson, Neal Byrne, Patricia Caron and Fran Gallo. Absent: Marcia Beal, Marianne Martone and Paul Roman.
Old Business:
At the May 7, 2013 meeting of the Board of Selectmen they approved the nomination of Fran Gallo to complete Mary Lovett’s term that expires 6-30-2014 and Paul Roman to complete Nathan Gumlaw’s term that expires 6-30-2015.
Mark Stinson of the Springfield Mass DEP was called again regarding the status of the violations of the Wetlands Protection Act at 90 Maybrook Rd. He requested that all minutes pertaining to the violation, dates when the Enforcement Orders were sent, all narratives pertaining to the violations and a current photo be sent to him and he would bring it to the attention of his superiors. All of the above was done on April 25, 2013.
Mark Stinson assured Secretary Pat Caron, that due to “The Permit Extension Act, Updated September 18, 2012” the Extension Permit for Orders of Conditions, DEP File #184-129 that pertains to the Herbicide Treatment of Hamilton Reservoir (Lake Management Contract) that is due to expire on June 9, 2013 is now valid for another four (4) years. It is now due to expire on June 9, 2017. He suggested that this information be affixed to the “2013 Extension Permit”.
James Wettlaufer suggested that a bulletin board be made that would contain important data which would help future members with pertinent Conservation matters.
James Wettlaufer reported having emailed on April 23, 2013 Tracy and William Libretto of 221 Mashapaug Rd. enquiring as to whether they would like to arrange a site visit by members of the Conservation Commission to review what they have done now or wait for another growing season for the native plants and rye grass to germinate. To date, there has been no response.
Members who attended the site visit signed the Certificate of Compliance for Leslie M. Germaine’s project to repair a septic system at 56 Mashapaug Rd., DEP File # 184-0270.
Members signed the Order of Condition for Ed Dailey’s project at 2 Sandy Beach Rd., DEP File #184-0285 to repair and replace a septic system.
We received from Green Hill Engineering a Notice of Intent for Brad Noble of 53 Sandy Beach Rd., Map R38-E-01 to repair a septic system. The Public Hearing is scheduled for June 11, 2013 at 7:30 p.m.
7:55 p.m. Mr. David Cawley of 6 Stony Hill Rd. spoke of his concerns regarding Ed Dailey’s project at 2 Sandy Beach Rd., to repair and replace a septic system which involves the directional drilling that would be done along Sandy Beach Rd. He was assured that no runoff would affect his property and no changes in the road or elevation would occur.
8:05 p.m. Teresa Mitus of 14 Roberts Park Rd., Map R31 Block D, Lot 15 presented a narrative and pictures of 2 trees that she would like removed that are within 100 feet from Hamilton Reservoir by Richard Chaffee Jr. of Chaffee Landscaping. He would top the trees and leave the stumps which would help maintain the stability of the slope. We were all in favor of the project and James Wettlaufer signed the Procedure Sheet.
8:15 p.m. Neal Byrne made a motion to adjourn. All were in favor.
