Holland Conservation Commission

Minutes of Commission meeting held on May 22, 2012.

Present: Nathan Gumlaw, Chairperson, Marcia Beal, Neal Byrne, Patricia Caron, Marianne Martone and James Wettlaufer.
Absent: Mary Lovett.

Chairperson called the meeting to order.  The minutes of May 8, 2012 were read and accepted and will be distributed.

7:10 p.m. Nathan Gumlaw reported having called Mark Stinson, DEP Circuit Rider, regarding the Environmental Consultants for the Bordering Vegetated Wetlands replacement areas on 221 and 225 Mashapaug Roads. Leslie A. Duthie was highly recommended and will proceed with the delineation of the area.

7:30 p.m.  The scheduled Public Hearing of a Notice of Intent for DEP File # 184-0277 assigned to Brian Johnson, Highway Supervisor to install a slip line in a damaged culvert on Amber Brook near 171 Mashapaug Rd. was held.   No abutters came. Present were Brian Johnson and Joanne Higgins, Assessor’s Clerk.  Brian presented the project.  It was recommended that the Order of Conditions include that a policeman be on site to direct the traffic and that a containment boom and a spill contain bucket should also be on site.  James Wettlaufer made a motion to accept the project, seconded by Nathan Gumlaw.  All were in favor of closing the Hearing at 7:40 p.m.

7:50 p.m.  Robert Pellicane and Megan Bocian of 223 Mashapaug Rd. were given a copy of May 8, 2012 Minutes which stated that their Enforcement Order was revoked.  A copy will also be sent to Mark Stinson DEP.  Robert Pellicare presented pictures and spoke of their plan to build a garden and do general yard maintenance.  We had at a former meeting requested that they submit a Request for Determination regarding their project.  Nathan Gumlaw questioned whether a RDA was necessary.  All members agreed that this was simply yard maintenance and an RDA would not be required.

8:00 p.m.  Frank Tortora and Elaine Brigman informed us they hold a mortgage, which is in default, for Michael LaMountain and James P. LaMountain who was guarantor of the mortgage loan for the approximate 75 acre site on Mashapaug Rd. They questioned whether they should foreclose and what advice we could give them.  We did not feel that we were in a position to give any advice.  We did give them a history of what has transpired on their property and of recent events and urged them to call Kerry Strayer, AGA.

8:30 p.m.  Michael L. Beaudry, contractor presented Procedure Sheet #1505 for Julie Johnstone and Sue Austin of 16 Leno Rd., Map R16-A-01 to “raise the roof and have straight full walls and add bath”.  He presented plans.  Not having any Conservation issues, since no digging will be done, Nathan Gumlaw signed the Procedure Sheet with the condition that a dumpster be on site for the debris.

The meeting was adjourned at 8:40 p.m.
