Holland Conservation Commission
Minutes of Commission meeting held on September 13, 2011.
Present: Nathan Gumlaw, Chairperson, Marcia Beal, Patricia Caron, Mary Lovett and Marianne Martone. Absent: James Wettlaufer.
Chairperson called the meeting to order. The minutes of August 23, 2011 were read and accepted and will be distributed.
Old Business:
Site visit were done to evaluate projects at:
1 John Cullen of 4 Collette Dr., Map R14-A-08 a Procedure Sheet requesting our permission to have Northern Tree cut down and remove (10) ten dead or declining red pine trees.
2 A notice of Intent for Wayne and Kim Harrington to repair a septic system at 79 Maybrook Rd.
3 A Request for Certificate of Compliance for Alan Burrill of 26 Stony Hill Rd. whose DEP file #184-0239’s project was to repair a septic system.
4 A Notice of Intent for Robert and Bethany Bellerive of 25 Vinton Rd. to build a new house.
Marianne Martone questioned whether we could purchase a laser tape measure for our site visits. Nathan will investigate the cost.
Mail:
We received from (DCR) Department of Conservation and Recreation a Forest Cutting Plan approved by a Service Forester, to harvest 23 acres at 18 Butterworth Rd., property owned by Ami C. Grossi.
The Procedure Sheet for John Cullen of 4 Collette Dr., Map R14-A-08 requesting our permission to have Northern Tree cut down and remove (10) ten dead or declining red pine trees was signed by Nathan Gumlaw, with the condition that “must leave roots”.
The HCC will recommend to the Board of Selectmen that they consider October 11th for the annual drawdown of Hamilton Reservoir with its customary rate of 2” per day until 24” is obtained. Drawdown should remain until 2 inches of ice has formed.
7:30 p.m. The scheduled Public Hearing of a Notice of Intent for William Magnotta to rebuild an existing retaining wall along the waterfront at 39 Vinton Rd., DEP File #184-0262 was held. Present were William and Lorraine Magnotta. No abutters came. Following discussion, Mary Lovett made a motion to accept the project, seconded by Nathan Gumlaw and all were in favor of closing the Hearing at 7:55 p.m.
8:00 p.m. The scheduled Public Hearing of a Notice of Intent for Wayne and Kim Harrington to repair a septic system at 79 Maybrook Rd., DEP File #184-0264 was held. No abutters came. Mark Farrell of Green Hill Engineering reviewed the plot plan. Following discussion, Marianne Martone made a motion to accept the project, seconded by Pat Caron and all were in favor of closing the Hearing at 8:25 p.m. Members signed the Order of Conditions.
Mark Farrell gave us:
1 A Notice of Intent for Lynn Dailey of 2 Sandy Beach Rd. to repair a septic system and a check paying the Town for the Filing Fee. Her Public Hearing is scheduled for September 27, 2011 at 7:30 p.m.
2 A request for Determination of Applicability for George Carling of 169 Brimfield Rd. to build a house, septic system and well at 10 Vinton Rd. His Public Hearing is scheduled for September 27, 2011 at 8:00 p.m.
8:30 p.m. The Schedule Public Hearing for Robert and Bethany Bellerive of 25 Vinton Rd. DEP File # 184-0263 to build a new house was presented by James LaBillois, builder. Present were Robert and Bethany Bellerive. No abutters came. Mr. LaBillois reviewed the plot plan. He did not bring his Notice of Intent but the Board being familiar with the project and receiving assurances that he would deliver the Notice of Intent on Thursday, a motion was made by Pat Caron to approve the project providing that a second row of hay bales and silt fence be placed along the shoreline since the proposed well is so close to the water. Also, a spoils pit should be dug for the trailings. Motion was seconded by Nathan Gumlaw and all were in favor of closing the Hearing at 8:45 p.m.
8:50 p.m. Karen and Gerald Drudi of 330 Mashapaug Rd. spoke of their necessity to be rebuilding entirely their deteriorating lake front wood wall. They were informed that Notice of Intent is required. They were given forms and instructions.
9:25 p.m. Robert Phelps of 11 Massaconnic Trail, Map #R7-A-10 presented Procedure Sheet 1462-2011 to add a 6’ x 14’ to the front corner of the house which squares up the house. Having closed the Public Hearing on 1-11-2011 for project #184-0256, we questioned whether an Amended Order of Conditions would be required. He was informed that Mark Stinson, Circuit Rider of the DEP would be questioned on this matter and he would be notified of the decision.
The meeting was adjourned at 9:40 p.m.
