Minutes of Commission meeting held on November 9, 2010.

Present: Mary vandenBerg, Chairperson, Marcie Beal, Patricia Caron, Nathan Gumlaw and James Wettlaufer.  Guest and Observer: Mary Lovett

Chairperson called the meeting to order. The minutes of the October 26, 2010 meeting were read and accepted and will be distributed.

7:05 p.m.  John Beltrandi, DEP File #184-0247 whose project to repair his septic system and raise the foundation, gave us a receipt for his recorded Order of Conditions filed at the Westfield  Registry of Deeds.  Mary vandenBerg signed the Procedure Sheet.  Mr. Beltrandi informed us that the Registry of Deeds at the Westfield City Hall is open Monday, Wednesday and Friday from 9:00 a.m. to 3:00 p.m.

7:10 p.m.  Bob Dyman, Builder, questioned when his hearing of a Notice of Intent for Andrea Weeks of 10 Lake Shore Dr. would be held.  He is scheduled for November 23, 2010 at 7:30 p.m.

7:15 p.m.  Nathan Gumlaw reported having seen a construction project of either a garage or shed at 61 Mashapaug Rd. and questioned whether it’s in the 100’ buffer zone. Mary vandenBerg will investigate.  
Nathan Gumlaw also reports having seen a newly constructed mud berm at the Balderelli/Kreiger Pond raising the pond to the painted white line marks on the boulder which was previously done by the HCC.  We are still awaiting a Request for Determination of Applicability that will be submitted jointly by the Fire and Highway Depts. for the project at the Balderelli/Kreiger Pond.

7:35 p.m.  The scheduled Public Hearing for Arthur Marsh of 30 Hamilton Dr., Map R41-B-71, DEP File #184-0249 to repair a septic system was held.  Mary vandenBerg, neighbor recused herself.  No other abutters came.  Mark Farrell of Green Hill Engineering reviewed the plot plan.  The front of the house is in the flood plain zone but the area where the septic system will be built is not, as indicated by pictures taken of the October 2005 flood.  James Wettlaufer made a motion to accept the project, seconded by Nathan Gumlaw.  All were in favor of the project and closing the hearing at 7:45 p.m.  Members signed the Order of Conditions.

7:50 p.m.  The scheduled Public Hearing for Craig Samelson of 45 Williams Rd., Map R12-B-01, DEP File #184-0251 to install a holding tank was held.  No abutters came. Mark Farrell of Green Hill Engineering reviewed the plot plan.  Nathan Gumlaw made a motion to accept the project, seconded by Marcia Beal.  All were in favor of the project and closing the hearing at 8:05 p.m.  Members signed the Order of Conditions.
8:10 p.m. The scheduled Public Hearing for Lynn Shulman of 336 Mashapaug Rd., Map R6-A-3, DEP File #184-0252 to repair a septic system was held.  No abutters came.  Mark Farrell of Green Hill Engineering reviewed the plot plan.  Motion was made by Marcia Beal, seconded by Nathan Gumlaw. All were in favor of the project and closing the hearing at 8:25 p.m.  Members signed the Order of Conditions.

We received 2 Notices of Intent from Jalbert Engineering with checks paying the Town for the filing fees.  
1. Andrea Weeks of 10 Lake Shore Dr., to raze and construct house.  Public Hearing scheduled for 11-23-2010 at 7:30 p.m.
2. Robert Phelps of 11 Massaconnic Trail to raze and construct house.  Public Hearing scheduled for 12-14-2010 at 7:30 p.m.

The meeting was adjourned at 8:50 PM.
