Minutes 9-15-10
Minutes of Commission meeting held on September 15, 2010.

Present: Mary vandenBerg, Chairperson, Marcia Beal, Patricia Caron, Nathan Gumlaw and James Wettlaufer.

Chairperson called the meeting to order. The minutes of the August 24, 2010 meeting were read and accepted and will be distributed.

We received from Christine McCooe a copy of an e-mail from Gerald Smith, President/Aquatic Biologist of Aquatic Control Technology, Inc. regarding the proposed agreement for the treatment of the Water Shield and a test area of Tape Grass/Wild Celery (Vallisneria) to be done in September.

Marcia Beal said she would like to attend the MACC Fall Training to be held on Friday, September 17, 2010 at the Ludlow Town Hall if registration is still available.

Mary vandenBerg reported that Heather Blakeley, Environmental Engineer, would be our consultant when necessary.

7:30 p.m. The scheduled Public Hearing of a Notice of Intent for Gary Barker of 11 Pine Tree Dr., Map R41-B-06, DEP File No. 184-0245 to repair and replace an existing lake front retaining wall was held.  No abutters came. Mr. Barker’s narrative and discussions he had with Mark Stinson, Circuit Rider of the Mass DEP was discussed at length.  The Commission also reviewed 310 CMR 10.54 (4)(a)1. through 5 as recommended by the DEP.  Following discussion, all were in favor of the project and of closing the Hearing at 7:55 p.m.  The Order of Conditions will include “a silt fence is required on the lake bed between the construction and the lake prior to any work being done”.

8:00 p.m. The scheduled Public Hearing of a Request For Determination of Applicability for the Holland Highway Dept. to repair a small section on Leno Rd. was held.  No abutters came.  Present were Brian Johnson, Superintendent of the Highway Dept., and Mark Farrell of Green Hill Engineering.  Members felt that insufficient documentation was presented.  I.e., how was ground water to be managed; no drawing of swales versus perforated pipe covered with gravel; exact location on Leno Rd., etc.  The Public Hearing is to be continued on September 28, 2010 at 7:30 p.m.

8:40 p.m.  Robert and John Scott spoke of their desire to install more Coir Logs along the bank as they did in 2005.  They were informed that a Request for Determination of Applicability would be required.

9:05 p.m.  We received a letter from Howard Fife, Director of Stewardship of Opacum, Land Trust inviting us to a Last Green Valley Walktober Event on October 23, 2010 at 10:00 a.m. dedicating May Brook Glen celebrating Opacum’s first land acquisition in Holland.  

The meeting was adjourned at 9:10 PM.
