Holland Conservation Commission

Minutes of Commission meeting held on June 22, 2010.

Present: Mary vandenBerg, Chairperson, Marcia Beal, Patricia Caron and Nathan Gumlaw.  Absent: James Wettlaufer.

Chairperson called the meeting to order. The minutes of the June 8, 2010 meeting were read and accepted and will be distributed.

7:30 p.m.  Bruce Loranger from the American Tree Service spoke to us regarding having received a phone call from James Lebh of 24 Over The Top Rd. regarding a dangerous tree.  He wants permission to go cut up the tree and cart it away.  All were in favor, providing that the tree be cut at ground level, stump to remain.

We discussed the 319 Water Quality Management Grant to the Town of Holland.  At the Lake Oversight Committee (LOC) meeting, they requested that the remaining money from the grant, (unspent due to actual construction costs), be spent for materials for the upgrading of the existing lakefront drain at PJs.  This will complete the drainage repair from Chandler/Chaffee Rd. paid by the Hamilton Reservoir Association (HRA).  Due to time constraints (work must be completed by June 30, 2010) in order to be paid by the 319 Grant, we did not feel that a Notice of Intent (NOI) was necessary to rebuild an existing catch basin but an Order of Condition needs to be written similar to the orders given to GeoSyntec for their projects - DEP  File #184-0240 (Kimball Hill) and DEP File #184-0241 (Fenton St.).

We also discussed that signs are to be made that will inform the Holland residents of these projects.  Signs will be placed at 2 of the projects.  
Signs to read:
1)      Fenton St.: “This Project funded thru a Federal grant obtained by the Lake Oversight Committee of Holland, MA”.
2)      Mashapaug Rd. at PJs: “This Project funded by the Lake Oversight Committee in conjunction with the Hamilton Reservoir Association”.
Motion was made by Mary vandenBerg that funds be taken from the Wetlands Protection Fund to pay for the signs.  Motion approved by all.

We discussed the June 12, 2010 site visits to:
1)      Patricia J. Scungio of 83 Sturbridge Rd., who had different Conservation issues at Sturbridge Rd. and Leno Rd. A draft of a letter was composed and will be sent to Patricia J. Scungio.
2)      Brent Mazelli and Mark Boiteau of Heritage Dr. regarding the Helen Kreiger/Balderelli pond.  Another site visit to the pond is scheduled for June 23, 2010 at 6:00 p.m.

The meeting was adjourned at 8:30 PM.
