Holland Conservation Commission

Minutes of Commission meeting held on April 28, 2009.
~
Present:  Mary vandenBerg, Chairperson, Marcia Beal, Patricia Caron, Howard Fife and Nathan Gumlaw.  Absent:  James Wettlaufer.

7:05 p.m.  Chairperson called the meeting to order.

The Minutes of March 24, 2009 were read and accepted and will be distributed.

Agent Howard Fife reported by e-mail, having done 3 site visits to see if the projects were in compliance with the Order of Conditions.  Only Roy and Kim Walker of 61 Mashapaug Rd., DEP File #184-150, originally issued to Deborah Sichol was questionable.  He suggested that the site be visited by the whole Commission to discuss the site’s conditions.  A site visit with all members present will be scheduled.

Members signed 2 Certificates of Compliance:
1 – Lynn Arnold of 9 Shore Dr., DEP File #184-0195 and
2 – Christina and Scott Rootes-Hunter, DEP File #184-160

Mail –
We received from the Division of Conservation Services a notice concerning Land and Parc Grant Programs.

We received from the Service Forester Agent a forest cutting Plan for Arthur and Dawn Evans of 31 Hisgen Rd.  We are awaiting a signed copy.

We received from Ed Paquette an Order of Conditions, DEP File #184-0231 stamped and recorded at the Hampden County Registry of Deeds.

7:35 p.m.  The continued Public Hearing of a Notice of Intent for Trenton Carlson of 174 Mashapaug Rd., Map 10A-6.02, DEP File #184-0232 to construct a driveway for a single family home was held.  No abutters came.  Present were Attorney Kevin Sullivan, Trenton Carlson and Seth LaJoie.  No new plans were presented.  They did not meet with Brian Johnson, Highway Surveyor as was suggested.  They requested a continuation of the Public Hearing to prepare new plans of the driveway using the Utility Access.  We requested a runoff calculation for a 10-year storm to be incorporated in the plans.  The continued Public Hearing is scheduled for May 12, 2009 at 7:30 p.m.

8:10 p.m.  The Public Hearing of a Notice of Intent for Rocco Carabetta of 19 Craig Rd. to demolish 2 existing houses and build (1) 4 bedroom house was held.  No abutters came.  Mark Farrell of Greenhill Engineering reviewed the plans.  Our concern is that a small portion of the new house will be in the 100 year flood plain and the current plans do not indicate that the concrete walls will have louvers.  To date, the project has not been assigned a number by the DEP.  The continued Public Hearing is scheduled for May 12, 2009 at 8:00 p.m. where new plans will be presented.

8:30 p.m. Mark Yaglewski of 23 Craig Rd. presented his drawing for a new Artisan well at the same site as the existing well.  They were informed that hay bails, silt fence and a trench for the “spoils” are required.

8:40 p.m.  Robert and Paula Rodrigues of 8 Cove Rd. want to demolish existing house and build on the same “stamp” and foundation a 2-story house.  Since the house is in the 100-year flood plain. A Request for Determination of Applicability is required.  The Public Hearing is schedule for May 12, 2009 at 8:30 p.m.

9:00 p.m.  Penny and Rich Dayna of 84 Wales Rd. came as requested by Agent Howard Fife who recused himself as a neighbor, to discuss the stream clean-up on their property.  Several pictures were presented.  They were informed that heavy equipment should not be used within 50 feet of the intermittent stream; trash, debris and fallen limbs and trees should be removed but not the leaves which would increase water flow downstream.

9:15 p.m.  Since the Republican’s rates have increased for legal ads, other newspaper rates were investigated.  We unanimously voted to use the Southbridge Evening News for our legal ads.

9:30 p.m.  Mark Farrell of Greenhill Engineering gave us a check for the filing of a Notice of Intent for Kate and Anthony Landers of 3 Alexander Rd. who want to repair a septic system.  A Public Hearing is scheduled for May 19, 2009 at 7:30 p.m.

The meeting was adjourned at 9:45 p.m.
