Holland Conservation Commission
Minutes of Commission meeting held on November 6, 2007.
Present: Mary vandenBerg, Chairperson, Steven Anderstrom, Patricia Caron, Howard Fife, Rolf Hilbig and James Wettlaufer.
7:00 p.m. Chairperson called the meeting to order.
7:05 p.m. The minutes of October 30, 2007 were read and accepted and will be distributed.
Andrew Harhay of 430 Mashapaug Rd. (Lot 5) called Pat Caron requesting that another site visit be scheduled regarding additional tree cutting. Following discussion, the Board felt a new Notice of Intent would be required.
Procedure Sheet #2007-1243 issued to Janice Swenson of 27 Hamilton Dr. Map R41-B-65 to “strip and re-roof”. Mary vandenBerg recused herself. Motion was made to approve the project. All were in favor. Procedure Sheet was signed by Howard Fife with the understanding that a dumpster be on-site.
Tim Jones of the DEP recommended to Jim Wettlaufer that we contact the State Forrester to do a site visit to the Huguenot Farms/Northeast Concepts, Inc. property and that someone from Conservation accompany him. Agent Howard Fife will call State Forrester Richard Johnson and accompany him on the site visit.
Gerald Joyal of 13 Massaconnic Trail showed us a new flow-thru concept to be used in the flood zone in lieu of piers. He was instructed to see the Building Inspector with these plans.
7:40 p.m. Robert Terwilliger of 49-51 Sandy Beach Rd. Map R-36-K7-8 requested that we sign his Procedure Sheet. He was informed that his Public Hearing had never been completed that we had been waiting for his well location. During his presentation Mark Farrell of Green Hill Engineering joined the meeting and updated the Board. The continued Public Hearing is scheduled for November 13, 2007 at 8:00 p.m.
7:50 p.m. The continued Public Hearing of a Notice of Intent for Adam Brote of Lot 5A Stafford Rd., Map 21-B-3.1, DEP File #184-0222 to construct a (SFH) single family house, driveway, septic, well and associated grading was presented by Mark Farrell of Green Hill Engineering. Two additional plot plans were presented. Following discussion the Board decided to accept the initial plans. The Order of Conditions need to state that there be no disturbance within 50’ from the river bank. The two revised plot plans need to be sent to the DEP. All were in favor of closing the Hearing at 8:35 p.m.
8:45 p.m. Lacking a quorum, the Commission voted to inform the public that no further meetings will be held on the 3rd Tuesday of each month beginning November 20, 2007.
Motion to adjourn was made, seconded and approved by all. Meeting adjourned at 8:50 p.m.
