Holland Conservation Commission

Tom Kolek gave us a receipt of his recorded Order of Conditions from the Hampden Registry of Deeds for his project at 115 Sandy Beach Rd., DEP File #184-0207 to replace the existing pier foundation with a full basement.  Mary vandenBerg signed the Procedure Sheet.

7:00 p.m.  Chairperson called the meeting to order.

7:05 p.m.  Minutes of Commission Meeting held on October 3, 2006 were read, accepted and will be distributed.

7:10 p.m.  Mark Farrell of Green Hill Engineering called to request that the scheduled 7:30 p.m. continuation of the Public Hearing of Vicky Stavola for a Request for Determination of Applicability for the repair of a septic system at 2 Leisure Dr., Map R-34-B-4 be extended to October 24, 2006 at 7:30 p.m.

Kathleen McGrory accepted Mary vandenBerg’s request of becoming an Alternate on the Holland Conservation Commission.  The position is to be requested at the Selectmen’s meeting on Wednesday, 10-11-2006.

Mary vandenBerg reported being upset with the cutting of a large Pine Tree at 35 Shore Dr. and a large Maple Tree on 11 Shore Dr. and questioned how we could solve this problem. Homeowners need to be informed that any construction or cutting of trees within 100’ of the lake needs to come to the HCC for review.

Kathleen McGrory showed us pictures of the stacked logs first seen as you enter Holland on Mashapaug Rd. and not only is it unsightly but questioned their safety.  Unfortunately there is nothing we can do about it.  The logs are in Union, CT.

7:35 p.m.  Members signed the Order of Conditions for Gary Power’s project at 36 Lake Shore Dr., DEP File #184-0208.  Kristin LaPlante, Notary, notarized the signatures.

Procedure Sheet #2006-1141 issued to the Helen E. Kreiger Estate of 34 Lake Shore Dr., Map R-24-C-09 was presented by Lorraine Cromack having been given an Access Agreement by Joanne Meyer, Executrix of the Estate of Helen Kreiger to replace the retaining wall along the waterfront.  Motion to accept the project.  All were in favor.  Mary vandenBerg signed the Procedure Sheet.

7:50 p.m.  Gary Powers gave us a receipt of his recorded Order of Conditions from the Hampden Registry of Deeds for his septic system project at 36 Lake Shore Dr., DEP File #184-0190, issued in 2005.  He was also given the Order of Conditions for the Proposed Site Plan at 36 Lake Shore Dr., DEP File #184-0208, issued 10-10-2006.

8:00 p.m.  Dominica Ciemieja and her brother Pawel Ciemieja are considering the purchase of John Bunn’s property at 90 Maybrook Rd.  They questioned the Emergency Certification Forms that were sent following the October 15, 2005 flood, specifically the placement of the culvert.  They were informed that an engineer would need to calculate the volume of water that would flow thru these culverts that will be on dry land but would give the water another path to the river, should the need arise.

Mary vandenBerg reports having spoken to Andre Cormier, Jr. who requests another site visit to the Harhay project on Lot 5, Mashapaug Rd., DEP File #184-0205 because the present approved plan disturbs more of the property then the former plan. A site visit to the John Briere project to demolish and rebuild a house at 19 Sandy Beach Rd., for whom an Agreement of Conditions was submitted to the HCC on August 8, 2006 for work and improvements to the Sandy Beach, Mountain Rd., and Stony Hill Rd. for the control of storm water.  Also stated “this Agreement is for the installment of an on-site septic system located on lot 111 and does not apply to any site work that may be proposed at 19 Sandy Beach Rd.  Applicant must file a Notice of Intent with the DEP and Holland Conservation Commission for any other site to be performed at 19 Sandy Beach Rd.”   Andre Cormier, Jr. will be called and notified that our site visit to the Harhay property will be at 9:00 a.m. on October 21, 2006 with a site visit to the John Briere property to follow.  A copy is to be forwarded to the ZBA.

Agent Howard Fife reports that our HCC computer is failing and has approached Linda Blodgett regarding the purchase of a new computer.  He will investigate our options.

Motion to adjourn was made, seconded and approved by all. Meeting adjourned at 9:05 p.m.
