Holland Conservation Commission
Minutes of Commission meeting held on April 4, 2006.
Present: Mary vandenBerg, Chairperson, Steven Anderstrom, Patricia Caron and Rolf Hilbig. Absent: Howard Fife, Helen Kreiger and James Wettlaufer.
7:00 p.m. Chairperson called the meeting to order.
7:05 p.m. Minutes of Commission Meeting held on March 28, 2006 were read, accepted and will be distributed.
7:10 p.m. Robert Scott of 12 Leno Rd. will be called and asked to appear at 8:00 p.m. on 4-25-06 regarding the cutting of red maples near the water’s edge.
7:30 p.m. Procedure Sheet #2005-1020 issued to David Dwyer of Wales Rd., map 17-A-10.02.01 who wants to build a home. Mark Farrell of Green Hill Engineering’s plot plan was reviewed. Steven Anderstrom made a motion to accept the plans, as there were no Conservation issues. Procedure Sheet signed by Mary vandenBerg.
7:50 p.m. Scott Balderelli wants to tear down and rebuild a waterfront area for Julia Foster at 14 Roberts Park Rd. Not having a procedure sheet and having only a rough drawing of the project, Pat Caron made a motion that Agent Howard Fife should investigate the project. Howard will call Mr. Balderelli to set up a time. Seconded and approved by all.
8:00 p.m. Julia Rodrigues of Aqua Pool and Patio Inc. and Terri L. Batista of 449 Mashapaug Rd. (Lot 6) wants to install a in-ground Gunite swimming pool, 20’ x 40’ in the inner reparian zone. Mary vandenBerg made a motion that a Notice of Intent is required. Seconded and approved by all. Notice of Intent forms was given and they were advised to get an engineer for the project. He would also be helpful in filling out the forms.
8:25 p.m. Heather Blakeley representing Trifone Engineers presented a Notice of Intent for Mike and Cheryl Martino of 27 Vinton Rd., map R-9-A-08. They want to tear down and re-build their house. A check in the amount of $262.50 paying for the Notice of Intent filing fee and a $50.00 check paying for the Legal Ad was given. The Public Hearing will be held on April 25, 2006 at 8:15 p.m. The Legal Ad will be posted on April 17, 2006.
8:35 p.m. Procedure Sheet #2004-944 issued to Ronald Kenniston of 32 Craig Rd., map R-22-C-5 wants to remove the burnt structure and barn and build a new 26’ x 40’ house. After reviewing the building plans, Rolf Hilbig made the motion to accept the project. Seconded and approved by all. There being no Conservation issues, Mary vandenBerg signed the Procedure Sheet.
8:45 p.m. Mark Mackenzie of 17 Island Rd., map R-10-A-22 presented a Request for Determination of Applicability to remove boat launch and asphalt driveway and replace it with a continuation of the existing wall and then re-landscape. The Public Hearing is scheduled for May 2, 2006 at 7:30 p.m. A $50.00 check paying for the Legal Ad was submitted.
9:00 p.m. Peter Schartner of 44 Over The Top Rd., map R-15-B-4 wants to replace a failed septic system with a Tight Tank. Mr. Schartner had received a letter from the Wastewater Management Program of the DEP stating “no documentation that the plan is acceptable to both the Holland Board of Health and the Holland Conservation Committee has been received”. The property being on a steep incline and close to and within the buffer zone and access to the placement of the tight tank being difficult, we felt a Determination of Applicability would be needed. Forms were given.
9:30 p.m. Laurie Kennedy of 12 Allen Hill Rd. wanted to alert us of the conservation concerns in the possible 9-lot subdivision at map 2A3 abutting Alexander and Allen Hill Rd. She presented a petition of 12 concerned neighbors and also pictures taken of isolated wetland area on Allen Hill Rd. – noting wood frog eggs, (“wood frogs are obligate vernal pool species”). Storm water management is also a concern.
Motion to adjourn made by Steven Anderstrom, seconded and approved by all. Meeting adjourned at 9:45 p.m.
