SELECT BOARD MINUTES FOR MEETING
Tuesday July 5, 2016 - 7 pm

Present: Elias Gillen, Chair
Lawrence Mandell, Outgoing Chair/Member
Bettina Schmidt, Member
Kelli A. Robbins, Esq., Executive Secretary


Call to Order:

Mr. Mandell called the meeting to order at 7:00 pm.

Approval of Minutes

Motion 070516-1 Mr. Mandel to waive the reading of the minutes of June 14th and June 21st, and approve as written. So voted Ms. Schmidt abstention

Mr. Mandell began by thanking Mr. Harhay for his work on the Select Board.  Mr. Mandell commended both candidates for their civil behavior during the election process.  Both candidates did an outstanding job demonstrating the Democratic process can be done with class.

Ms. Schmidt thanked the town for supporting her and stated she looks forward to working hard for the community.

Reorganize Board
Mr. Mandell nominated Mr. Gillen for Chair.  Ms. Schmidt agreed.  Mr. Gillen accepted.

Motion 070516-2 – Mr. Mandell for Elias Gillen to be Chair for the upcoming year. 2nd Ms. Schmidt.  So voted

Appointments to Address the Board:
Lynn Arnold – Lake Oversight Committee
Ms. Arnold explained the list of responsibilities for lake related issues was a “straw man” for the Lake Oversight Committee and the Select Board to work on prior to discussion with the actual departments that are listed as having potential responsibility for the work to be done.  

Mr. Gillen asked Ms. Robbins to get copies of the list to the Select Board to be discussed at the August 16th Select Board meeting with the Lake Oversight Committee.  

Ms. Arnold invited the Select Board to attend their meeting of the 18th  so that the list could be discussed at a working meeting. Mr. Gillen said the Select Board meeting would be better.

Ms. Arnold asked what the status of the boat ramp is.  Mr. Gillen explained the Select Board needs to do site reviews.  The Select Board determined they would meet the 16th of July at 9AM to review at least 3 of the sites that have been suggested.

Ms. Arnold asked if the Select Board has anything they would like Lake Oversight Committee (LOC) to be working on at this time.  Mr. Gillen stated that LOC can only research and report until the bylaw, as amended by the LOC on Town Meeting floor, can be addressed at a further town meeting.  
Mr. Mandell stated the reason he wanted it tabled at Town Meeting was because the changes proposed were not in line with the actual mission of LOC.  

Old Business

Discussion of which Select Board member would be on LOC. Mr. Gillen will remain on that Committee.  

Discussion of which Select Board member will be on the Senior Housing Committee.  Ms. Schmidt will remain on the Senior Housing Committee but in the capacity of Select Board member. Ms. Schmidt will let Planning Board know that there needs to be a new member from Planning on the Senior Housing Committee because having 2 select board members is not desired.


New Business

Motion 070516-3 Mr. Mandell to correct the spelling of Marcy Road and Marcy Place back to the original spelling.  2nd Ms. Schmidt. So voted.


Motion 070516-4 – Mr. Mandell to appoint Deb Tierney, Outreach Worker, Susan Sanders, and Brian Johnson back onto the Senior Housing Committee for a one year term.  2nd Ms. Schmidt.  So voted.

Discussion with among the Board to change some of the upcoming meeting dates.  The next meetings will be held on July 19th, August 16th and August 30th, 2016 at 7pm.

There will also be a meeting July 12th at 6:30 to sign any transfers necessary to close out the fiscal year.  This is a house keeping activity performed annually.

Announcements
Fire Department did a fabulous job with the recent fire in the woods.  There were many towns that responded and the coordinated effort was very appreciated and impressive.  Mr. Mandell mentioned a special thank you to Diane’s Villa Nova for supplying food and water, Robert’s Gas Station, and Zoe’s in Southbridge for volunteering food and water, and being so very helpful during the event.  
Mr. Gillen asked Ms. Robbins to get a list of all the towns that responded to send a letter of appreciation.
