SELECT BOARD MINUTES FOR MEETING
Tuesday May 17, 2016 - 7 pm

Call to Order:

Mr. Mandell called the meeting to order at 7:00 pm.

Approval of Minutes

Motion 051716-1 Mr. Mandel to waive the reading of the minutes. 2nd Mr. Gillen. So voted

Motion 051716-2 Mr. Mandell to Approved Minutes of April 19th, April 26th and May 3, 2016 as amended. 2nd Mr. Harhay. So voted

Appointments to Address the Board:
Mr. Ken Harrell – Chaffee Road residents have been paying for a private street light on private property off of Chaffee Road for the past 30 years.  The full time residents are on disability, can no longer afford the cost and would like the town to take over the payments.

Mr. Mandell explained the general laws of Massachusetts forbid the town from expending any public funds on private property.  Chaffee Road is a private road and therefore the Town cannot expend any money other than for temporary road maintenance in the form of grading or plowing.

Lt. Swain spoke with National Grid who confirmed the pole is located on private property.  Lt. Swain had other ideas for scholarships or perhaps a bank funding it as a donation but there still remains the issue of billing for the light. Lt. Swain spoke with the Outreach Worker to see if there was some way she could help but again not having someone to bill would make it prohibitive.

Mr. Mandell implied the Select Board would be interested in any out of the box thinking with which the Select Board may be able to help.

Mr. Harrell stated he was confused because “all the money comes from private road home owners” but there is no money.

Old Business

Support of the individual warrant articles.  
Motion 051716-3 Mr. Harhay to “Passover” article #5. 2nd Mr. Mandell.  This article is not necessary as Town Counsel Expense is addressed in the budget.  So voted.

Mr. Mandell asked if there were any other articles that the Board felt a need to single out.  None being heard.

Motion 051716-4  Mr. Mandell, to support the remaining articles on the warrant for annual town meeting.  2nd Mr. Gillen.  So voted.

New Business
Motion 051716-5 Mr. Mandell to sign BAN loans in the amounts of  $137,250 for the highway truck and $340,000 for the fire truck  to borrow money to pay debt that is due prior to the new fiscal year. 2nd Mr. Harhay. So voted.

Mr. Mandell asked if everyone had an opportunity to read the engagement letter from Scanlon Auditing.  Mr. Gillen had not.  Mr. Gillen read document.  Engagement letter signed by all 3 Selectmen.  

Announcements
New police and rescue boat was unveiled at the HRA meeting the Sunday before.  
Congratulations to Officer Edwin Ward on recently completing the 54 hour Boat Operations and Basic Crew Member Training Course and becoming the supervisor of the Holland Police Department Lake Patrol Unit.
The PD will be out Sunday May 22nd testing the boat.
LOC has reviewed the bid on the upcoming fiscal year lake treatment as per a previous vote of the Select Board Solitude Lake Management received the bid.
Triathlon will be held on June 5th to benefit the Domestic Violence Task Force, at Lake Siog on Dug Hill Road
Holland’s Annual 5k road race will be held on this coming Saturday, May 21st.  Runners start at 10 AM.
2nd Annual Carl Bean Softball Game will be held on Saturday June 18th, at 2PM
Holland Aqua Riders sent a letter to seek support and permission to use Hamilton Reservoir for practice Wednesday and Friday 6 – dusk.  Mr. Mandell read the letter.
Motion 051716-6 Mr. Mandell to approve Aqua Riders’ request as outlined in their letter of 4/29/16. 2nd Mr. Gillen.  So voted

Mr. Harhay noted the Senate Ways and Means Committee has approved the same budget as the House so the numbers presented by the Finance Board meeting are still accurate.
