SELECT BOARD MINUTES FOR MEETING
Tuesday January 19, 2016 7 pm
Holland Town Hall

Present: Lawrence Mandell, Chair
Elias Gillen, Member
Andrew Harhay, Member
Kelli Robbins, Executive Secretary

Mr. Mandell called the meeting to order at 7:00 pm

There were no minutes for approval.

Old Business

The Hazard Mitigation Plan has been edited and resubmitted with the Dam Emergency Plan as part of the overall plan.

Police Boat:
Chief Haughey presented 3 quotes to the Select Board regarding the purchase of a new boat to replace the old lake patrol boat.  Chief Haughey suggested the Select Board consider that all rescue personnel should be able to use the new boat, which cannot be done with the current boat.

Discussion regarding outfitting any boat chosen along with the pros and cons of each model took place. Delivery time for a boat would be 6-8 weeks. Depending on the choice of vendor, one may need to be shipped or picked up from the South.  

Motion 011916-1, Mr. Mandell to purchase the 2016 Crestliner to be funded from the Norcross account. 2nd Mr. Gillen.  All in favor.

Mr. Mandell asked to schedule a working meeting for January 28th at 7 PM to work on proposed bylaw updates.

Community Compact
Mr. Harhay explained that the Select Board must determine all areas of the Community Compact they would like to see the Town involved in, prior to submission.  

Motion 011916-2, Mr. Harhay, that the 3 areas of application for the Community Compact will be Financial Policies, Housing, and Long Range Financial Planning. 2nd Mr. Mandell. So voted.
Announcements

Select Board will be meeting with the Finance Board to work on the town budget at 7:30 tomorrow, January 20th.
South Boat ramp will be addressed in an article on the annual town meeting warrant to see if the town would like to acquire said parcels because any practical movement on this needs permission from the town.

Ethics Commission public letter

There has been information in the news regarding an ethics issue with a prior BOS.  
Any action taken by the Ethics Commission is private and between the parties and the Commission only.  
The Select Board has not been notified, consulted nor advised by the Ethics Commission.  The Select Board received the information in the same manner as the public, by reading the Public letter on the Ethics Commission website.  
Repayment was arranged between the Ethics Commission and the parties.  It is our understanding the monies were repaid prior to the issuance of the public letter. Beyond this we have been given no further information.
