ZONING BOARD OF APPEALS
HEARING
HOLDEN NURSING HOME, INC.
d/b/a HOLDEN REHABILITATION AND NURSING CENTER SP 1107
The Zoning Board of Appeals held a public hearing on September 15, 2011 at 7:15 p.m. in the Selectmens Room of the Starbard Building, 1204 Main Street, Holden, MA on the Application of Holden Nursing Home, Inc. d/b/a Holden Rehabilitation and Nursing Center for property located at 32 Mayo Drive for a Special Permit to allow a nursing home use within the R-2 and R-1 zoning districts.
Members in attendance:
R. Spakauskas, S. Annunziata, R. Oslebo and R. Butler.
The Chairman called the meeting to order. Since there were no objections, the reading of the legal notice, list of abutters, application and Findings of Fact were waived.
Attorney Sami Baghdady, representing the applicant, introduced the owners of the nursing home, Robert Oriol, President and David Oriol, Vice President and Treasurer, along with their development team.
In 1964, the nursing home was constructed by Robert and David Oriol’s father. Approximately twelve years ago, an addition was added. However, other than that, nothing has been done and this facility needs an overhaul in order to bring it up to industry standards and give the Holden Nursing Home the face-lift that it needs. The Wachusett Extended Care Facility has been there since 1991 and they intend to merge it with the Holden Nursing Home. The operations of the existing 100 bed Holden Nursing Home at 32 Mayo Drive and the 43 bed Wachusett Extended Care Facility will be brought together to form the new 123 bed Holden Rehabilitation and Nursing Center. Services will be expanded to offer post acute care and a new health care campus. They will offer a new long term care unit and a sub-acute
rehabilitation center to create a state of the art facility under one roof.
R. Oslebo asked if the Medical Arts Building would remain. Atty. Baghdady said it would stay for now; the tenants have a lease for another nine years. They will be separate as they are two different entities.
S. Annunziata asked if any portion of the buildings would be demolished. It was answered no, there will be three additions, one will be tied on Mayo Drive and two wings will come out in the back. The existing buildings will undergo renovations.
Dennis Lipka, Building Commissioner, said that when this is completed, it would have an open perimeter of 80%.
S. Annunziata asked if the entire parcel would have redirected traffic patterns. Yes, it will have two means of access and egress.
Robert Oriol said they are pleased with what they have in the community and it needs to be vibrant and successful to last another fifty years and is in need of renovations. Sub-acute care is what people are going out of town for and they need to keep up with the times.
Since there were no further comments or questions, the public hearing was closed at 7:40 p.m.
The Board unanimously voted to approve the special permit request with the following condition: 1) The Zoning Board of Appeals supports the conditions issued by the Planning Board in their decision dated September 13, 2011 and filed with the Town Clerk on September 22, 2011.
