TOWN OF HOLDEN TRANSPORTATION/CIRCULATION COMMITTEE
RECORD OF MEETING
September 8, 2011

PRESENT:
R. Ferguson, TCC
S. Mentzer, TCC
J. Kempton, TCC
J. Zingarelli, Town of Holden

  • June record of meeting approved 3-0
  • Traffic Access Management (TAM) discussion
TCC discussed the Planning Board meeting at which CMRPC presented their report on the Main Street TAM project.  Overall, the Planning Board seemed receptive to CMRPC’s findings.

  • Review of Main Street/Princeton Street intersection plus others
No further discussion.

  • Stop Sign request at Winfield Road and Woodridge Road
TCC reviewed an accident report at this intersection and concluded that a stop sign is not warranted at this location.  TCC recommends a yield sign be installed facing Winfield Road.

  • Stop Sign request on Princeton Street at Quinapoxet Street and Mt. Pleasant Ave.
TCC reviewed a letter from a resident at 105 Mt. Pleasant Avenue requesting a 4-way stop at this intersection.  The letter cites several accidents over the past 8 years.  TCC has discussed this intersection several times over the past several years.  Around 2004, TCC made a recommendation to install a 4-way stop; following a traffic impact study that concluded a 4-way stop was not warranted, TCC rescinded its recommendation.  TCC dismissed the idea of reversing the 2-way stop.  In order to perform an updated warrant analysis, TCC has requested accident data for this intersection for the last 3 years and new traffic volume data.

  • Sight line restriction at Red Barn Road and Chapel Street
Mature arborvitae on the corner of this intersection severely impairs the sight distance for drivers exiting Red Barn Road.  The evergreens appear to be on private property and TCC is unaware of any existing bylaw by which the town could remove these obstructions.  If they cannot be cut, a convex mirror installed opposite Red Barn Road may be the best alternative.

  • Next meeting: October 13, 2011, 7:00 pm.

  • Other
  • The issue of sidewalk reconstruction was raised at the August 15 Selectmen’s meeting.  TCC received a copy of the minutes from that meeting.
  • TCC discussed the signals at the public safety building and supports any solution that fixes the problem of queuing vehicles blocking the driveway.
  • Adjournment:  TCC adjourned at 8:50 pm.
