- Traffic Access Management (TAM) Follow up of CMRPC: Mary Ellen Blunt, Jon Ding and Sujatha Mohanakrishna made a power point presentation showing examples of CMRPC’s research and reporting for nearby communities. The CMRPC is now doing access management plans for each community. They are taking the best information from each community study and creating a ‘tool box’ for access management.
One question Holden must ask itself is “What is the town doing for access management now? Do we have to start from scratch?”
CMRPC is currently looking at Main Street from Shrewsbury Street to the new Public Safety Building (PSB). T/CC requested the study go at least as far as WRHS and possibly to the Rutland line. Rutland has asked CMRPC to extend study into Rutland. The study of Main Street from the PSB to Rutland may have to be performed in phases.
The Committee reviewed five maps CMRPC created showing traffic congestion, accident frequency, commercial vs residential properties, etc. CMRPC will perform fieldwork at high profile and questionable areas along Main Street, verifying access points and commercial vs residential properties. They will communicate with businesses regarding the consolidation of ingress and egress (similar to what has been done at Honey Farms).
The CMRPC suggests that T/CC bring in the Town Planner and Planning Board into the fold once the report is issued.
It will take a few months for the CMRPC to get back to T/CC. They will touch base with Jim Zingarelli in October with a status report. They will also contact MassDOT to inform them of the study and garner their recommendations.
T/CC will give its recommendations to Jim Zingarelli at the next meeting.
- Town Manager’s request that MassDOT implement the remaining Main Street improvements is on hold.
- Bullard/Harris Streets Intersection
T/CC reviewed suggestion that a ‘teardrop’ island be installed at the intersection with “Keep Right” signs facing traffic on both streets to prevent vehicles turning left onto Harris Street from cutting across the nose of Harris Street traffic stopped at Bullard Street.
