September's Record of Meeting will be approved at the November meeting.

Traffic Access Management (TAM)
Mary Ellen Blunt, Program Manager for CMRPC, addressed T/C regarding Traffic Access Management. The intent of TAM is to provide adequate access to the adjoining land while increasing safety and maintaining smooth traffic flow. CMRPC is interested in conducting a study of Holden's Main Street corridor which will include: land use inventory, curb cut inventory, current traffic volumes and expected growth, and accident analysis. Following the study, CMRPC will make recommendations which may include: consolidation of driveways/shared access requirements, implementing traffic guidelines into a site plan review, and changes to zoning requirements such as setback, frontage, and lot size. CMRPC should be able to conduct this project in spring 2010.

Crosswalks at Main Street and Shrewsbury Street
T/C considered locations for a pedestrian crosswalk across Shrewsbury Street near Main Street. The most appropriate location for pedestrian crossing is at the west corner of Lincoln Avenue into the plaza property. The town will ask the property owner to consider opening a path through the landscaped area between the road and the plaza parking lot. T/C also discussed the lack of sidewalk in front of the Bank of America property. Pedestrian accommodations at this location, including crosswalks, sidewalks, and signal indications, should be considered at the time of any future construction project.

Other
T/C discussed the potential abandonment of River Street in West Boylston. Mass Highway would then reconsider reconstructing the bridge across River Street at Harris Street. If the bridge is closed (at least to vehicular traffic), River Street would be accessible only to the DCR rail trail parking lot and Harris Street to River Street would be the only access to the town composting facility.
