Transportation/Circulation Committee
Record of Meeting
May 14, 2009

Present: D. Lawton, R. Ferguson,  T. Manning, J. Kempton, S. Mentzer, J. Zingarelli, Senior Civil Engineer

1. April 16th Minutes  Approved

2. Traffic Access Management (TAM)
CMRPC has a meeting scheduled for May 21st to vote approval of Holden's grant application for DLTA (District Local Technical Assistance) monies. If approved, CMRPC will conduct a feasibility study in the fall of '09. Don Lawton presented the Cape Cod Commission Model Bylaws and Regulations "Model Access Management Regulation" for information.

3. Traffic Light Sequencing
The signal phasing plans are pending from MassHighway Boston. Traffic exiting Mt. View Drive should be accommodated by delaying the green light for the traffic exiting Doyle Road, thus allowing Mt. View traffic to cross into Doyle Road first. Changing the light timing is not included in the Doyle Road intersection work. It was questioned whether or not the Light Dept. could perform the re-timing work utilizing its contractor. The electronics within the cabinet are old and may not be workable.

4. Public Safety Building/WRHS Intersection
Jim Kempton questioned if his concerns regarding the proposed traffic lighting/stop line set-up at the new Public Safety Building/WRHS have been shared with the Police and Fire Departments. Jim Zingarelli stated that the information has been passed on to the Police and Fire Department's representatives. The Building Committee is aware of the issue. T/CC appreciates Jim's work on this matter.

5. Other
Two DPW "Request for Service" were presented. The first requests a crosswalk be installed on Bullard Street at Wagner Lane. It is believed that a crosswalk already exists at Hayfield Road (the other entrance into Wagner Estates). This will be confirmed.

The second requests a 20 MPH sign be installed at the intersection of Fairchild Drive and Brentwood, as the stop sign does not appear to reduce traffic speeds. T/CC will survey traffic conditions and will look at the possibility of the stop sign being replaced by "Slow" or "Children at Play" signage.

Meeting adjourned at 8:00PM.
