1. Don Lawton welcomed Steve Mentzer and Jim Kempton as new T/C members.
2. March 13, 2008 meeting record approved.
3. Don Lawton was voted T/C chair and Todd Manning secretary. Bob Ferguson acted as secretary in Todd's absence tonight.
4. Main Street intersections with Salisbury, Malden, Industrial Dr., and Route 31 - References: T/C meeting records of Sept. 20, 2007 and Nov. 8, 2007. Mark Johnson of Mass Highway revisited sites recently during peak AM hour, took traffic counts at Main/Salisbury intersection, and reported to Jim Zingarelli that he supports the proposed changes and is ready to move forward. Jim Kempton independently made a similar traffic count at the same intersection (data sheet attached) and has some reservations about the wisdom of some of the proposed changes. After considerable discussion, the committee agreed unanimously on the following statement: "T/C is in favor of this project in the hopes that these changes will promote safe efficient travel along the Main Street corridor subject to receipt of Mass Highway plans." Jim Zingarelli
reports that this will be a Mass Highway project.
5. Zoning By-Laws - Pam Harding reported to Bob Ferguson that the T/C proposed Zoning By-Law Chapter 7.1 Section VI Paragraph C (Sight Distance) has never been presented to Town Meeting for vote nor will it be this May. Pam reports that the Zoning By-Laws are to be completely rewritten in the coming year and that this T/C proposal will be included.
6. Proposed Traffic Access Management By-Law - Reference: T/C record of March 13, 2008 - T/C strongly recommends that a Traffic Access Management (TAM) section be included in the proposed new Zoning By-Laws (see #5 above). T/C presently envisions this as a Route 122A corridor with flexibility for expansion in the future to cover other areas of town if needed. Section 7.1 of the Holden Master Plan report refers to this need. If this TAM plan is to succeed, it will need the enthusiastic support of all Town officials and boards/committees as well as the Holden Master Plan committee since it will require funds to hire a TAM consultant.
7. Holden Master Plan - Steve Mentzer distributed copies of a presumably final draft of the Transporation section of the Holden Master Plan report. He was unable to attend the April 16 Master Plan committee meeting and did not know if any changes were incorporated.
